This odd little bit of comedy was suggested by something Bronystories said, though the actual subject was very different. Honestly, the first thing I thought when I saw the title of "Public Flasher" was Homestar, more particularly when Bubs states he is one in Strong Bad Email #190, Licensed. I wanted something in my headcanon, and with both comedic and quasi-serious elements.
