With the capture of the notorious wanted criminal Black Heart, Shining Armor and the royal guard have earned another victory for the Equestrian army. The victory is short lived when Black Heart escapes after somehow gaining power when inside the prison waiting for a public execution. As a result, he's now more dangerous than ever before and his power threatens to eclipse that even of the Princesses.

To help Shining Armor on his quest, Prince Blueblood informs Shining Armor of the names and locations of three citizens in Equestria who have gone rogue but are considered too valuable to be captured and imprisoned: an exiled pegasus, a blind unicorn seer, and a earth pony gunslinger. The problem is Shining Armor may not be able to trust them, as they can be as volatile as any criminal syndicate the Equestrian army has faced thus far. But if Shining Armor wants any hope in tracking down and reclaiming Black Heart, the "Royal Blacklist" is as much of a chance as he's got.
