It's been ten years since the events of Book 1, and Celestia and Luna have grown up, becoming more powerful. Now they must use their powers, with the help of their mentor, Starswirl the Bearded, to free the lands from the tyranny that surrounds them.
(I suggest you read Exodus, Book 1 before you read this so you are not confused.)
