After the loss of New Vegas the courier takes what he can, in means of weapons and armor, and returns to his home, the Capital Wasteland. In his absence he expected to find that gangs had started up and he would once again need to journey across the wastes to save his home.

He was wrong. The Wasteland is becoming more green than he thought possible thanks to his decision at Oasis. Then the Brotherhood of Steel has cracked down and destroyed any thing that threatened the security of the Wastes. The trade routes are being protected and everything is doing better than it was when he left.

There's just no more need for a hero in the wasteland.

With all the caps he could ever need and nothing but chore like quests left in the wastes the Lone Wanderer/Courier takes up a quest that borders on the edge of impossible, but the pink companion he has with him does seven impossible things before breakfast.
