Celestia's Trouble

They were dealing with the last of their subjects who were having a debate about whether or not the weather pegasi should keep most strom clouds at a distance for as long as possible, or keep them on the current schedule. All though Celestia could hear all that was being said, her mind was on other things.
Luna then took charge and said, "Both of you make fine arguments on the subject. My sister and I know that for some ponies, the storms that do come about from time to time do cause an inconvenience. However, it is beneficial to keeping our city sit as a shining example at how well we maintain the beauty of our fine nation. Another factor that must be considered is that the longer we hold off the storms, the more intensity they will receive and may come to a point where even our weather pegasi will not have the ability to control. We can not simply veer them off course to another town. They have their own schedules that must be maintained and giving them more then their fare share would cause extreme controversy. We apologize, but there is no way to get around this. Even though we have delayed storms before hoof, they were only done because of special circumstances. We cannot delay them for the benefit of a few who wish for more sunny days, and I mean no offense by this."
"I understand your highness. I did not take some of the factors you mentioned into consideration. As much as I would love to see more days with little to no cloud cover, you are right, the storms should come as planned. Thank you for your input your majesty," the pony said.
"Always a pleasure to help our subjects when their minds are troubled," Luna said.
The two ponies who came to give their argument soon bowed and took off to go about their business. After the two royal sisters made it to the family chambers, Luna then looked to her older sister, "Celestia, are you alright?"
"Hm, oh, I am fine Luna," Celestia answered.
"Celestia, I finished a dispute about the weather, you were silent the entire time," Luna pointed out.
"I was certain you could handle the situation on your own little sister," Celestia said to try and cover her tracks.
"Tia, I know when my older sister is trying to keep something to herself. You were never very good at hiding what you felt. Why don't you tell me what is troubling you," Luna suggested.
"I don't know Luna. Honestly, I think you would find it silly of how I am feeling," Celestia said.
"Tell me what you are feeling, I am sure I could offer a suggestion to help you out," Luna said.
"Well.... alright, I guess I need to let it out to somepony, and who better then my own sister," Celestia stated.
"Exactly," Luna joked.
"Hmhm. Alright, as you know, I have been ruling Equestria for a millennium on my own, after your...... time away, and I have watched my subjects grow and prosper through all that time," Celestia started.
"I see, and?" Luna pondered.
"During that time, I've watched as young colts and fillies have grown from cute and playfull little foals to strong, independent and responsible mares and stallions..... most of the time. As I watched, I had thoughts of what it would be like to care for my own little foal. Teach them everything they need to know, starting from their ABC's and 123's to how to care for themselves. But it was only a dream, if you will, that played in the back of my mind. In recent weeks, I have had the feeling of wanting to be a mother more then ever before," Celestia said.
"Well Tia, to tell you the truth, I don't see anything silly about that. I think it's fine that you have this feeling, I'm sure every mare does at one time or another. If anything, I'll probably have that feeling sometime down the road sister," Luna said.
"Gosh Luna, for somepony who just got back from the moon not even six months ago, you sure seem to know how to see the logic of the conversation," Celestia teased.
"Hey, even though my dark form had control all that time on the moon, there was still a part of me that thought about all I had done, and how to make it right should I ever escape the hold the darkness had on me. Thanks to your star student and her friends, I was given that chance and I am very grateful for that," Luna admitted.
"I know how hard it has been for you sister and I hope that in time you will recover from whatever guilt you may feel. Trust me, it took a while to cope with my own. But back to the matter at hoof, I don't know what to do to help this feeling go away," Celestia said.
"Have you considered adoption?" Luna asked.
"I have, but surprisingly, all orphanages are empty as of recent. Plus, I have a feeling that I might go a little overboard and adopt every filly and colt there," Celesita said.
"That does pose an obstacle. Unless... oh no, no, that's ridiculous," Luna told herself.
"What is it Luna?" Celestia inquired.
"Nothing, forget I ever thought it Tia," Luna pleaded.
"Luna," Celestia said with aggression.
Luna sighed, "I remember reading a book in out private area of the library about, well, changing ones age. Now I know that's something that we haven't done in over 1000 years, even close to 1600 years as it is. Now, for most, it's very complicated to perform such a spell, but of course for alicorns, it is relatively easy. It just crossed my mind that maybe you could use the spell on somepony."
"And who would be the pony I would use it on? You?" Celestia retorted.
"As much as I might want to relive my foalhood days again, I think you have ruled the kingdom solo and raised both the sun and moon far more than you should have. Who you would use it on is something you would have to decide on your own, but you can't choose me," Luna said.
"I don't think," Celestia was cut off as another familiar voice interjected.
"I think Luna states a promising suggestion Tia," said the gentle but powerful voice of their mother, Solaria.
"Mother, your actually alright with this being done?" Celestia asked.
"Yes, of course, a few other spells would have to be cast so that no pony would start to worry about the pony in question. We would have to make sure that the family and friends of the said pony would not even notice he or she is gone. A temporary and very complicated memory pull if you will. They'd remember everything that has happened, but the presence of said pony in those memories will be null and void. Another spell that would come into play is we would have to make everypony think that the pony you are taking care of is infact your own foal, so no one will have any suspicions of your actions," Solaria said.
"Your making this sound a tad bit dark mother," Celestia said.
"I know, but remember, this is to help you fulfill that feeling of being a mother to somepony. And it's only temporary," Solaria said.
"What about the pony in question, will they have to have a memory wipe or pull or something of all their memories?" Celestia asked.
"That's the beauty of the regression spell. While they are fully aware of what is going on, their memories as an older pony are locked away until further notice, and they react the way any foal would. Wanting to be held, fed, and comforted. As a bonus, with this particular spell, for how long you want the spell to last, the pony in question will see you as their parent, in this case their mother," Luna said.
"See it all works out," Solaria said.
"Okay, but I still have one major snag, who will be the pony that I regress to be my foal. I have to let them know, because I don't want to force them to do this. I definitely won't choose Blueblood. As much as I care about him, he was a lot to handle as a foal. Don't believe me ask his parents. I can't go and ask Cadence if she'd be willing, she'd be more willing to be the caretaker then the foal," Celestia said.
"Well, as Luna said, it's for you to decide, if you do decide to do this," Celestia and Luna's father Artemis says as he enters the conversation.
"I'll think about what to do, but right now, I must make for the train station. My faithful student Twilight is on her way here and I am sure she has a lot she wants to fill me in on the lessons she has learned that I didn't receive in her letters," Celestia said.
"Well, take your time dear, I am sure you will think of something," Solaria said.
Celestia nodded and soon made her way out of the chambers and into her carriage as she headed for Canterlot Station. She was relieved to let others know of her little dilemma of wanting to be a mother to someone. To keep it bottled up inside had been torture for her, and now her family knew, well, aside from Cadence and Blueblood. Perhaps some time with her student would help to clear her head. She always loved to listen to what new discoveries Twilight had come to find out. her stories would range from what she learned about the stars to old pony tales that were as real as the tale about the Mare in the Moon. She never really admitted it openly, but Twilight sometimes felt like the daughter she never had.
Soon Celestia's carriage came to a stop and she soon made her way to the platform where her student would be arriving. She wondered what Twilight would tell her about this time, perhaps what other lessons she had learned in friendship, or maybe a mystery about the Everfree Forest. Maybe she discovered the secret to making the Zap Apples that always were turned into delicious and zesty jams, juices, deserts and so on. Whatever the case may be Celestia was more then willing to listen, but her mind still lingered on wanting to be a mother. Finally, the train had arrived and came to a halt. As the doors opened, Celestia was greeted by the lavender unicorn with a pink stripe in her mane who meant a great deal to her. "Hello again my faithful student," Celestia said.

NM: Oh no, it's them. The Viking ponies have found my lair. Must dash. *Zooms off.*
Deep voice: There he goes! After him! Celestia demands he be returned to Equestria at once!
NM: You'll never catch me Ragnar. I have the eyes of hawk. *flies into a sail.* oof.
Ragnar: Well, looks like I win this round young pegasus.
NM: Oh frostbite. *knocked out.*
Ragnar: Back to Canterlot. *The viking ponies set sail.*
