Three thousand years after the reign of Princess Celestia, Luna, Cadence and Twilight, a young alicorn named Moon, almost out of foalhood, lives in one of many heavily guarded orphanages in a worldwide program called the ZTAP (Zebra Technology Advancement Program.) The ZTAP pretends to be a string of homes for orphaned foals, but it's far more than just that. The program gathers families with fillies and colts, kills the parents and relatives, then brings the foals to a facility where portions of their magic, soul and power are taken out of them for use in the creation of attachable wings, horns, and injections to make zebras grow stronger and taller, thus making zebras' power and strength equal to that of an alicorn. The ZTAP plans to hand out the attachable wings and horns, and sell the injections, so that the zebra nation can much easier bring the pony government and kingdom down.
Moon is the prophesied "Fifth Alicorn" that will make everything right again and eventually form the Council of Alicorns that will bring the pony nation higher up and provide a beautiful, safe home for all that live inside it.
The princesses and government have been searching for the alicorn ever since the prophecy came to be, no idea that the answer has been right under their noses for almost thirteen years, in the form of a foal living inside a ZTAP orphanage.
It is only when Moon's incredible powers finally break out at the age of thirteen that everypony's realizes where the fifth alicorn has been all this time.
When Celestia adopts Moon from the ZTAP to be her new student in the art of magic, although the zebras seem mysteriously reluctant to let her go, she realizes Moon is already too powerful to be taught. What could happen when she becomes a full-fledged unicorn? The only answer is to bring out unneeded portions of her magic and distribute them to each of the other four alicorns as Moon grows up so that Moon will not become too powerful. But when Celestia tries this new method, something goes wrong….
