It stated that any newborn Alicorns HAD to be surrendered to Equestrian Royalty, else the parents face a lifetime imprisonment.

Nopony took the law seriously…

But one century later an Alicorn was born, and a mother was forced to either surrender her baby or run.

So she ran.

It's been sixteen years since she made that fateful decision. Sixteen years of running, starving and fighting off cold and illness. But despite this her baby, her young teenage colt loved her all the same.

But she's gone now, and Fateful Aspiration wants her back! Even if he has to fight off Celestia and her sister themselves.
