Feeling fed up with the tranquility of Equestria, Discord feels a need to use his time more wisely. Perhaps use a trick or two of his powers, to get some things done quicker. Make things more interesting. Yet the citizens are fairly certain they can handle things on their own. So, what is a Draconequus to do? Surely he could use his powers for something.
