Bomb is placed inside the lagoon.

Everything is tragic. Army hushes up the mass 'suicide' as it is bad for their image (typical press-fear).
Bomb detonation goes on schedule.
Everyone retreats to ship far away to watch it go boom.

One scientist was one of them (ponies in human form). He made the bomb be at that location and stored in that place (lagoon).
