Tod and Sweet Shine are the same. Not just in personality, but they are literally the same person in two different bodies, controlling each separately with more than a little difficulty. Add that to the fact that if their personality is too focused on one end of them, the other will shut down into a coma. In their youth they couldn't attend school due to their lack of control, when they reach the age of eleven however, they have barely enough control to be able to deal with middle school through the rest of their life.
