Backstory/Head Cannon: The princesses have a set of Thirteen Personal guards at all times. Luna, the Princess of the Moon, called them her "Constellations" with a Stallion named Orion as their commander (#13). Celestia has banned any religions to be in place besides to the combined princesses, but that doesn't stop some ponies for starting Cults dedicated to the moon. This should explain anything that seems off about the story
