The nobles as of right now has been assured that their loyalty to the Princessess are not mistaken. 3) Equestria’s foreign policy ambitions currently does not clash with France save with minor issues concerning the Dragons in the Dragonlands. Equestria has aimed to be allied with the Petty Kingdom of Griffonstone but as of yet outside of some minor expeditions haven’t put in any major effort to court the Griffon leadership. They also do have aims to be Amaterasu’s premier trading partner and ally but this conflicts against the interests of the nearby realms of Keun San and Dong Fang. As part of their Great Barrier foreign policy, Equestria has been most cooperative with France and other countries bordering Equestria 4) Princess Celestia and Princess Luna, upon the conclusion of their first tour of France from January 2016 to March 2016 has both formally and informally concluded that the country is in need of modernization and has taken steps to formally industrialize Equestria with French assistance. This will impact on the Equestrian economy and might cause friction between the local ponies and the princesses. 5) The group known as the ‘Mane 6’ possess arguably the most powerful known magical artifacts to date. The artifact they are carrying are known as the elements of Harmony, said artifacts possess enormous magical capabilities and is known to seal known enemies of Equestria such as a reality warper known as Discord //-------------------------------------------------------// The Domestic Setting //-------------------------------------------------------// The Domestic Setting 1) The Domestic Setting Equestria is a state established by both Princessess Luna and Celestia roughly 11,000 years ago after the defeat of a being called ‘Discord’ by both reports from the Canterlot Archives and unofficial accounts recovered from throughout Equestria. The state has been relatively stable during the tenure of Princess Celestia’s and Princess Luna’s rule but they do have major problems. Firstly is by the fact that instead of destroying threats to the country, before the banishment of Princess Luna to the moon. Both Princess Celestia and Princess Luna has opted for the banishment and imprisonement of threats. This worked well up until Princess Luna’s banishment, and from then on, based on the documents found on the Canterlot archives. Princess Celestia herself has to deal with a multitude of threats that cannot be challenged by normal ponies, this includes the Changeling infiltrations and the Yak invasion of Equestria in 500 AB (After Banishment). Secondly, Equestria is about to enter an era of massive social, political and economical change. Before the arrival of France into the world, Equestria itself has been developing some technology that would spark an industrial revolution. The invention of the steam engine by the Coal brothers to extract even more valuable materials from deep gem and mine shafts as well as the invention of the steam locomotive by Duke Ironhoof meant that goods can be travelled around at an increasing pace. After the displacement of France this development is bound to get even faster, despite ponies being a far more tolerant society for much of their history. This will create friction between various interest groups as wealth becomes more and more accessible. Thirdly is Equestria’s foreign policy and it’s usage of it’s military. Equestria, despite being a 11,000 year old country (this includes both the first and second foundings of Equestria) has rarely been called to war. Barring some major events like the Griffonian-Equestrian war in 200 BB (Before Banishment) and the Yak invasion in 500 AB. Equestria has made little progress in terms of warfare. This is primarily caused by the fact that Princess Celestia and Princess Luna are more than capable of handling these threats themselves, outside of Combat Mages which are a pretty credible threat on the platoon level but can be handled with heavy weapons. The Equestrian Army is essentially stuck on a typical medieval style organization, with most of Equestria’s active army is based on Canterlot and half of the 20,000 active guards are part of Princess Celestia’s personal guard while the rest are tasked in what is essentially enhanced policing in case local authorities could not handle a criminal or an incident. Most of the Equestrian Army are essentially reserves to be put into duty, some 70,000 troops divided into 7 divisions to be exact, most of them sporting medieval style weaponry such as pikes, longswords and battle axes. In comparison, the Amaterasan Army has 50,000 active duty troops in which a quarter of them are Empress Otsune’s personal troops and some 50.000 more in reserves, most of them armed with outdated matchlock muskets and pikes with the occasional cannon measured to be the 24 pounder variety, do note this does not count the Royal Amaterasu Mage Corps which numbered some 10,000 troops, all of them adept at using combat magic. But despite all these weaknessess, Equestria still possess enormous potential to be a great power. Conservative estimates predict that the country could become a credible contender for world power in 50 years time. Equestria possess some of the largest reserves of Iron ores in the world (at least until more research is done) and is capable of having an industrial base equivalent to modern Brazil. Despite lacking any major rivers outside of the Neighagara river, Equestria does have a developed railroad infrastructure which allows them to transport goods easily just like most industrialized states, this is an advantage no other nation of note has. Even the Saddle Arabians and the Amaterasans still utilize a carrier system in which dedicated ‘horses’ or Kirin’s would transport goods from city to city, with most of the production being conducted near the city itself. Secondly is the fact that there is Princess Celestia and Princess Luna ruling Equestria. These two rulers possess a magical capability unrivaled with, both Princesses are capable of combating any existential threats facing Equestria and estimates say that these two princesses possess division level firepower at the least and field army firepower at most. They are capable of moving the entire planet and It would take considerable effort to take down the two princesses, this simple fact has made Equestria a very-very powerful country to begin with. Thirdly, Equestria does possess the artifacts known as the Elements of Harmony, while research and observation shows that the elements are only capable of taking down magically corrupted creatures and at an individual level at that. The elements are still powerful magical artifacts and it’s users, the group known as the ‘Mane 6’ are known to wield this often in times when Equestria is facing a crisis. These elements are capable of taking down a reality warper known as Discord (we do have a plan to deal with Discord if he ever broke free from his prison but it’s still a work in progress) and it would be best to keep a good relationship between France and the 'Element Bearers' as Princess Celestia would call them. And Fourthly, Equestria is by far the most stable state in the world. Millenia of rule under the leadership of Princess Celestia and Princess Luna has made the local Equestrian population more trustworthy of their leaders. Under the leadership of the Princesses, Equestria has been constantly at a stable state unlike the democratic but chaotic leadership of the original EUP council after the creation of the Pony Empire. This creates a stable and strong social cohesion within Pony Society and they are unlikely to form separatist movements just because a major change has occured. Top Secret //-------------------------------------------------------// Equestrian Foreign Policy //-------------------------------------------------------// Equestrian Foreign Policy 2) Equestrian Foreign Policy Equestria, unlike Yakyakistan, the Former Griffon Empire, and the state of Dong Fang routinely exercises a Foreign Policy of ‘Pacifistic Power’ as the Scholars at Canterlot University would call it. The doctrine of Pacifistic Power was drafted by the Princesses in 200 BB to ensure that Equestria stays out from most of the world’s problems unless said world problems is threatening the integrity of Equestria itself. Under Pacifistic Power, Equestrian Diplomats and Merchants would be allowed to negotiate trade deals and trade in general with other powers regardless of the foreign state’s stance to Equestria, if they are captured, Equestria would try to negotiate for their release and unless if they are a Pony in a position of importance for Equestria, the country would not try military intervention unless absolutely necessary. Pacifistic Power also dictates that Equestria will try to mediate any tensions between other powers. This is most notably shown in the Amaterasan-Keun San feud in which the island of Keshima-Jima was being contested by both Amaterasu and Keun San. After the battle of the Pearl Estuary which ended inconclusively, both powers asked Equestria for help and Princess Celestia responded by sending in delegations to both Amaterasu and Keun San to settle their differences in Equestria, this resulted in the ratification of the treaty of Los Pegasus in 2000 BB which allowed Amaterasan ownership of the island but Amaterasu must pay Keun San some 500,000 Bits of Gold (5 billion bits by today’s rate, roughly 10 billion Euros) and allow Keun San Kirins to stay on the island regardless of whatever’s happening in Chuoko. Pacifistic Power allows Equestria to have lucrative trade relations with other powers while still maintaining their neutrality, although by 1003 AB Celestia realized that the changing political atmosphere meant that Equestria must abandon the policy in pursuit of a more aggressive one instead. The arrival of France just after the Changeling attack on Canterlot has essentially put Pacifistic Power in the backburner and since then, Princess Celestia and Princess Luna has pursued a Foreign Policy known as ‘The Great Barrier’ in which Equestria would try to forge working alliances and strong relationships with their nearest powers (E.G: France, Griffonstone, Amaterasu, Zebrica etc) and would work in conjunction with them in conflicts of defense. This foreign policy is brand new and it would take Equestria a couple of years to adjust their diplomats and ambassadors to the new situation. This foreign policy of constructing an alliance with immediate states works really well with France’s new foreign policy of enforcing free trade and being the leader of the region, because it would mean that Equestria would need to ally themselves with France in order for said foreign policy to work. This has resulted in the opeing of some 2000 small Equestrian businesses in Metropolitan France and some 1000 in French territories with dozens of ‘big business’ companies such as Dark Coal & Grey Coal LTD and Ironhoof Industries partnering with local French manufacturers to fuel the coming Equestrian Industrial Revolution. Not only does this naturally bring both nations closer, but would also mean that Equestria and France are effectively allies in the immediate future. Contact with Amaterasu was established in 8000 BB from Equestrian expeditions and with improved sailing techniques throughout the centuries Equestria and Amaterasu would be unlikely friends in the world stage. Amaterasu has directly assisted Equestria in the Griffonian-Equestrian war and later in the Yak Invasion of Equestria, but despite continuous cooperation, the problem of distance still plagued both nations, until recently it is very hard for Equestrian diplomats to talk foreign policy in Chuoko because of the distance involved and the lack of any reliable waterways to traverse in. This all changed just 50 years ago with the invention of the Steam Engine, the first Equestrian paddleships set sail to Amaterasu in 975 AB and now both states are able to reliably communicate for the first time, the displacement of France also made it easier for Equestrians to travel to Amaterasu as it means that they would have a place to stop by roughly halfway to either Equestria or Amaterasu Recently in cooperation with the French, Equestria is planning to launch a record number of trade missions to Amaterasu with hope that full on trade could be established with both nations. As part of the Great Barrier policy, Equestrian and Amaterasan political, economic and military cooperation is projected to receive a boost in the next decade. Equestria is planning to buy a record 20,000 matchlock muskets from Amaterasu (they did try to buy modern French arms of similar quantity but couldn’t pay the price), 5000 12 pounder cannons, and some 2000 raider carbine muskets. In exchange Equestria would help Amaterasu in modernizing the nation and would establish a direct dragonfire connection between Princess Celestia and Empress Otsune. Griffonstone Historically Griffons and Ponies have never been really good partners. Ever since the second founding of Equestria under Princess Celestia and Princess Luna Griffons have always tried to harrass the Eastern Equestrian coast, this resulted in multiple skirmishes and some notable sea battles as well, like the battle of Horseshoe Bay which ended in an Equestrian victory and the battle of the Grittish Isles which ended inconclusively. This constant skirmishing between Equestria and the then Griffon Empire would then escalate into the Griffonian-Equestrian war in 200 BB, in which Emperor Steel Talon, frustrated by the constant skirmishing between Griffon Corsairs and Equestrian Privateers officially declared war by sending in a letter with his own signature in blood. Immediately the Princess ordered a general mobilization but by then the Griffons were already boarding their ships to properly invade Manehattan, Fillydelphia and Baltimare. The Griffons advanced rapidly once they have reached the eastern cities but was stopped by an Equestrian counterattack in the Battle of the Neighagara. With Amaterasan reinforcements arriving, this would be the mark where the tide turns and would eventually lead to the collapse of the Griffon Empire. The collapse of the Griffon Empire was one of the most important events to happen before Princess Luna’s banishment, the Empire is thousands of years old and the fact that the Empire was destroyed in only a single war had massive repercussions throughout the region. The Saddle Arabians got an influx of refugees which would develop into the current Griffon Community in Saddle Arabia, the region surrounding the Empire fell into petty kingdoms with the Kingdom of Griffonstone being the most prominent, and the Celestial Sea becoming an Equestrian territory at that point. Currently, as part of the Great Barrier policy. Equestria has been trying to get into contact with the now petty kingdom of Griffonstone. The Kingdom has kept to themselves for over 1000 years and we can look forward to some potential diplomatic adventures and possibly friction between Equestria and Griffonstone. Recommend supporting Equestria in case diplomatic talks between Equestria and Griffonstone breaks down as Equestria is our primary ally in this world. Zebrica Officially called the High Chiefdom of Zebrica, Equestria and Zebrica has been constant friends but never full fledged allies until recently. Historically these two states are physically separated by the great band of tropical jungle spanning throughout the Equator of the Equestrian continent, this jungle (officially called the ’Jungle of Barriers’) prevented any direct contact between Equestria and Zebrica despite the fact that they inhabit the same continent, only advances in seafaring techniques did trade blossom between Equestria and Zebrica and currently these two states are about to enter into an era of cooperation with Equestria aiming for Zebrica to be the country’s next major ally alongside France and Amaterasu. The country is structured similarly to Equestria, with the High Chief holding a position of near absolute power with the landed nobility being the few people that can influence the High Chief. The introduction of France though have spread the idea of democracy and is currently causing some friction within Zebrican society, although the High Chief does like the idea of a parliamentary monarchy, the nobility is not very happy having their historical rights revoked. We might see future unrests in Zebrica and French military intervention might be considered within 20 years time. The main Equestrian ports serving Zebrica are the ports of Las Pegasus and Baltimare. From here equestrian trade ships travel into either the port of Hagos on the west coast or the port of Zebribar on the east coast. The main Zebrican export into Equestria is natural resources such as Iron, Gold and tropical hardwood while the main Equestrian export to Zebrica is processed foodstuffs, tools for construction and raw materials for potion making. As part of the Great Barrier foreign policy, just like France, Amaterasu and Griffonstone. Equestria has been sending in diplomats to discuss an alliance with Zebrica and plans for future military, economic and political cooperation (no specifics because their foreign policy is practically in it’s infancy) between both nations. Yakyakistan Highly recommended for France to staunchly support Equestria in the event of a war between Equestria and Yakyakistan. Deployment of French troops can be deemed necessary if the situation in the Frozen North spirals out of control. Equestria and Yakyakistan has not been on the best terms ever since the creation of the state, in conjuncture with Griffon Corsairs, Equestria is also plagued by Yak raiding parties taking in slaves and looting the local settlements near the Frozen North. This situation was kept in check by Princess Celestia and Princess Luna but after Princess Luna’s banishment, the raids done by Yakyakistan became so intense that full all out war was declared as Yakyakistan formally invades Equestria in 500 AB. This war was by far the costliest in Equestrian history. Demanding full participation of Princess Celestia in pivotal battles such as the Battle of the Northern Plains, the Battle of Neighagara Falls and the destruction of the Gates of Yakyakistan. The current situation between Equestria and Yakyakistan is frozen but tensions could blow up again if the Crystal Empire returns. Princess Mi’amore Cadenza is the formal heir of the Crystal Empire and Yakyakistan will not take lightly to a Pony Princess being on the throne of the Empire. Expect skirmishes to be committed between Equestria, the Crystal Empire and Yakyakistan if the Crystal Empire does return in this decade. Crystal Empire Warning!! Recommend immediate forward deployment of rapid response brigades in the borders of the Frozen North, the Crystal Empire MUST be retaken as quickly as possible in the event of it’s return. Formerly an Equestrian protectorate, the Crystal Empire was overtaken by a tyrant called ‘King Sombra’ judging from records in the Canterlot Archives and a battle was waged between Princesses Celestia and Luna against the king in 3000 BB. The King was defeated but he managed to conjure up a massive spell engulfing the city and essentially banished the entirety of the Empire until his return. While the spell imprisoning King Sombra was indeed powerful, the spell has just reached it’s half life by 800 AB and has been rapidly decaying ever since. King Sombra and the Crystal Empire is scheduled to return around 2018 to 2019 by the Gregorian calendar and as a sovereign Equestrian protectorate, must be retaken immediately after it’s reuturn. The Crystal Empire was a sovereign state before and after the second founding of Equestria. But circumstances outside of the Crystal Empire’s control essentially forced the then Empress Pearl to sign a treaty with Princess Celestia and Luna ceding Crystal Empire as a formal Equestrian Protectorate in 5000 BB. Yak raiding parties, the poor geographical positioning of the Empire and over realiance on trade with Equestria were the major factors resulting in the Crystal Empire becoming a protectorate. 2000 years later, the chemist known as Sombra had managed to synthesize Magical Crystals but was unfortunately driven mad by a subsequent lab test. He overthrew the then Empreror Heart Stone and triggered the Crystal Crisis in which the Crystal Empire formally rebelled against Canterlot and Equestria. The war lasted for 10 years and resulted in Sombra’s banishment and the Crystal Empire’s dissaprearance. In the event of a return of the Crystal Empire. It is highly recommended that France alongside Equestria should move rapidly into the Empire and fortify the capital against the incoming attack by King Sombra. We frankly don’t know how long this attack will be but the Crystal Empire is too big for Equestria to simply be another independent state. Other States The first section covers all the major relationships Equestria has with it’s neighbors. In regards to far off neighbors. They are deemed as of minimal risk and too far away to do some serious damage to Equestria and or France. Princess Celestia has been anything but unstable and has been so for millenia. This report is just mandatory because you cannot be too sure of your allies. Do not take this into account with your daily contacts and communications with the Equestrian Princess, she has been a VERY valuable ally and this should only be taken seriously in a case where the situation is deemed similar or exactly the same. While there is no indication anytime soon that Princess Celestia nor Equestia will go rogue and turn into enemies of France, it is nonetheless a good mental exercise to take in case it actually happens. Equestria has been nothing but France’s most important ally in this world and the consequences of a rogue Equestria can be very damaging for France, the world, and Equestria itself. There are multiple scenarios conjured up by the Foreign Ministry, the Defense Ministry and the DGSE in regards to a rogue Equestria. While the scenarios round up at the triple digits, we will present you with only a few scenarios which seem to be the most plausible. Princess Celestia goes rogue, Equestria does not support Celestia Deemed most plausible. In the event of a Celestirogue event. French special forces are to lure the Princess into an open area such as White Tail Woods, The Northern Plains, The Celestial or Lunar Oceans and the Everfree Forest and will attempt to distract the Princess long enough just for a flight of 4 Rafales carrying ASMP-A nuclear missiles to be launched at the Sun Princess. Two more flights are to be put into combat patrol in case the first flight fails to neutralize the target. Once target is down, a dedicated mage division will be deployed in the area carrying high intensity hazmat suits and will attempt to seal Princess Celestia. If sealing is failed then more flights are to bombard the area with ASMP-A nuclear missiles ASAP until it is deemed safe to retry sealing procedures. In the event of a sucessfull sealing, Princess Celestia is to be transported to a secure location at the southern tip of the Equestrian continent where a supermax prison will be built around the Princess. From then on psychologists will attempt to convince Celestia that whatever she is doing is misguided while Mage Divisions will maintain the sealing spell to prevent mana decay. An official announcement is to be made regarding the current situation with Celestia, Princess Luna will act as current Monarch for Equestria and the group known as the ‘Mane 6’ are to be contacted immediately following Celestia’s sealing. The bearers especially the one known as Twilight Sparkle may provide useful insights in reforming Princess Celestia. Princess Celestia goes rogue, Equestria supports Celestia while Luna asks for French help We now declare war on Equestria, declaring that Celestia is unfit to rule. Using Luna as a rallying point for Ponies that don’t want to be Celestia’s subject. Celestia is to be baited into an isolated area (preferably with Princess Luna) and is to be bombarded with ASMP-A nuclear missiles until sealing magic can be executed on Celestia. French troops will then be deployed en masse into Equestria, pacifying the populace into accepting Luna’s rule. Expect guerrilla warfare and COIN operations to be the main center for France for the next decade or two. Once the population is pacified, diplomatic renegotiations between France and Equestria is to be committed immediately to reestablish trade and to rebuild Equestria under the rulership of Princess Luna. Recommend establishing connection with the Mane 6 in order to extract the element bearers immediately before Celestia captures them. Psychologists are to be deployed to Princess Celestia’s holding cells in order to convince Celestia that whatever she’s doing is misguided while a dedicated mage division will be on standby near her prison, maintain the sealing spell to prevent mana decay. Princess Celestia goes rogue, Equestria and Princess Luna supports Celestia, Element Bearers and Mi’amore Cadenza rebel An immediate extraction operation is to be executed meant to extract the Element Bearers and Mi’amore Cadenza from Equestria. In the event of failure France is to immediately declare war as well as immediately informing Equestria’s allies about the current situation. In the case of a successful extraction, France is to depose Princess Luna and Princess Celestia in order to put in either Princess Mi’amore Cadenza or Twilight Sparkle on the throne of Equestria. A sting operation is to be conducted, trying to convince Princess Luna and Princess Celestia into a position thought to be a French mustering ground, once either Princess Luna or Princess Celestia arrives in the designated area. 2 flights  of Rafale fighters carrying ASMP-A nuclear missiles is to launch their payloads immediately followed by a rapid response Mage Division in order to conduct a sealing spell. Princess Luna and Princess Celestia are to be transported to a secure site in the southern tip of the Equestrian continent and Psychologists as well as Princess Mi’amore or the Element Bearers are to convince and talk their way to reform Princess Luna and/or Princess Celestia. Princess Celestia goes rogue, full support from everyone within Equestria Immediate declaration of war followed by a nuclear barrage targeting all major targets in Equestria. Submarines and Aircraft are to target major population centers such as Canterlot, Manehatten, Vanhoover, Baltimare etc and major farmlands such as the Mild West and the Unicorn Range farmland. Equestria’s allies are to be informed about the developing situation and a solution that satisfies all parties is to be created and ratified ASAP. 5) In the event of a palace coup While the possibility of a palace coup is extremely low. We must nonetheless anticipate for it’s possibility. Mr President if a palace coup were to happen Princess Celestia, Princess Luna and Princess Cadence might be locked up in a dungeon somewhere in Canterlot. This requires delicate handling as there is a possiblity for Princess Cadence to be killed or worse. Immediate faux negotiations is highly recommended and even mandatory depending on the circumstances presented, while our ambassador will try to improvise his way through the situation, forces stationed at New Sartre (the undiscovered west in Equestria) will be deployed into Ponyville to extract the Mane 6 from possible capture by the aggressors. Upon arriving safely in New Sartre, an operation to infiltrate Canterlot and rescue Princess Celestia, Luna and Cadence is to be devised immediately. They are too valuable an asset to lose and there will be popular rebellion demanding the release of the Princesses once word gets out. They will be transported to the French embassy and to be extracted safely by helicopter to New Sartre. This is considered a high risk operation as there is a possibility that Equestrian Royal Guard units will try to block the helicopter’s escape path. To counteract this Rafales deployed from the Charles de Gaulle or the currently being built Michel Ney Air Force Base in New Sartre will conduct Combat Air Patrol operations across the escape route of the helicopter to eye in potential threats and take them down before they pose a threat. Upon the arrival of the Princesses to New Sartre, France is to immediately declare war in order to restore the throne. Popular support is to be expected and Canterlot should be easily retaken via cooperation with the locals, rebels, and loyalist Royal Guard Units.
