The new District 13 army approached the capitol. Peacekeepers surrounded the city, protecting the Capitol that ran all of Equestria. President Celestia was in a jet, soaring away, so Equestria would have its ruler. A mare approached the president.
"President Celestia," started the mare.
"Yes, gamekeeper Sunset?"
"I have an idea of how we can punish the citizens of Equestria for their crimes against Equestria," said Sunset. Celestia raised an eyebrow. "I have an idea. It's called the Hunger Games, where ponies fight to the death."
"Is this kind of bloodshed neccessary?" asked Celestia, and she turned around and started to walk away.
"WAIT!" called Sunset, and Celestia stopped. "This is neccessary so the ponies can feel what it is like to lose the ponies they love, and the ones in the Games to see what it is like to see ponies die below their own hooves. They will see why they shouldn't fight the system and follow your rule of the country." Silence. Sunset held her breath as she awaited President Celestia's reply. There was a small laugh, and Sunset's ears perked up. She looked at Celestia in confusion.
"My faithful gamekeeper, Sunset. This is the best idea I have ever heard for the punishment," said Celestia. "I also have a way to punish District 13. I have sent bomber pegasi to destroy them." Celestia gave a small sigh. "It was just too bad. It was the only District not the Capitol that had many species living together at once." Sunset nodded.
"Much too bad they had to waste the district by believing the system isn't good enough for them," agreed Sunset. "So, do you approve of my idea?" Sunset gazed hopefully at Celestia.
"I do," Celestia smiled. "We will have a meeting tomorrow about the Hunger Games. Go send twenty four guards out, two to each district to get the district leaders."
"Will do," Sunset galloped off, smiling triumphantly. A peacekeeper walked in five minutes later.
"I have news," reported the peacekeeper. "District 13 is no more."
The next morning, the board before Celestia glistened as they read the names of each district and what species occupies them.
District One: Alicorns
District Two: Smaller tame dragons
District Three: Earth Ponies
District Four: Griffons
District Five: Draconequi
District Six: Unicorns
District Seven: Pegasi
District Eight: Bat Ponies
District Nine: Timberwolves
District Ten: Pheonix Ponies
District Eleven: Changelings
District Twelve: Larger Type Breezies
Celestia's gaze rested on District Twelve. The Breezies that lived in Equestria were much larger than the Breezies that many ponies were familiar with. To be more exact, a Breezie was the same height as an average pony.
The Changelings were able to change into anything, and were scary because of their appearance. Celestia had a special spell over the other districts so the Changelings couldn't change and live in another District.
Pheonix Ponies tended to catch on fire when something angered them. They had the most beautiful wings, which melted from the colors of their body to a flame color, most commonly blue or red flame, and on special occasions, green or purple flames.
Timberwolves were wooden wolves. They adapted to speak Equuin language.
Bat Ponies were special ponies that somehow came to be with bat like wings and fangs, and with icy blue eyes or blood red eyes.
Pegasi were common, with feathery wings just like how Celestia had. Unicorns were able to harness magic.
Draconequi were very dangerous creatures. They were a chimera of a lot of animals. They had stronger magic than most. A few even managed to harness chaos magic.
Griffons were like pegasi, but a eagle mixed with a lion.
Earth Ponies were the ones that grew the food.
District Two was of dragons, the size of ponies, spell cast long ago by Starswirl the Bearded when he founded Equestria. They could breath fire.
Alicorns were the District One, much to Celestia's anger. Alicorns should be more respected, and not just thrown into a District. Now, two had to die each and every year.
"President Celestia, the leaders of the Districts are here," announced Sunset as she walked into the room Celestia stood in. Celestia gave a small smile.
"Send Districts One, Two, and Three in first," said Celestia. Sunset nodded, and walked to the door, and went out. Celestia sat down in her desk, folding her hooves. A minute later, an alicorn with her head high, a growling dragon looking to bite sompony's head off, and a tired looking Earth Pony walked in.
"The name's Sugar Lemon," said the Earth Pony informally. Celestia winced at the informality. The purple alicorn walked forward. President Celestia realized she had seen the alicorn before, in her ceremony of becoming an alicorn after mastering a spell. What the poor alicorn didn't know was that she was to be relocated to District One, away from her family. Celestia remembered what a fight the alicorn gave.
"As you already know, I'm Leader Twilight Sparkle," said Twilight. She held out her hoof, and Celestia shook it. A blue dragon in golden armor and a scepter stepped forward.
"I am Ember, Lord of the Dragons," informed the dragon. She nodded.
"It is nice to finally meet you all, now that the war is now over," said Celestia. "We have an important matter of how the Districts will be punished for almost breaking the precious system we have in Equestria." The three nodded. "We will have a ceremony for the next half century where you will send two tributes from each of your districts to send to the Hunger Games, where they will fight to the death, with one winner." Three jaws dropped.
"That is not what I expected," murmured Twilight to herself.
"My District will never go with a punishment like that!" yelled Ember, slamming her claws onto Celestia's desk.
"That's no way to punish anypony! Er, anybody," Sugar corrected herself, and sheepishly looked toward Ember, hoping not to have upset the dragon in anyway.
"Well, unless you want all of your Districts to be nothing but rubble, I suggest you sign this to agree to my terms to how your districts will be punished," said Celestia calmly, pushing a paper with twelve lines for each of the leaders to sign. Twilight hung her head.
"Fine, I will agree, for the safety of all the hundreds of lives for the sacrafice of two," Twilight sadly sighed. Celestia pushed a pen forward. Twilight ignited her horn, and reluctantly raised the pen. Twilight put the pen on the paper, which was shaking, even though the purple aura surrounding it was strong. Twilight left a neat signature on the first line. Twilight sadly looked to Ember, and handed the dragon the pen.
"I'm never going to seal such a fate for my people!" snapped Ember, and she snapped the pen in half. The other two gasped.
"Ya know what?" started Sugar. "I'm with Ember. Why would I ever let two innocent lives be ended every year for a petty game?" Celestia snarled.
"Why wouldn't you?" retorted Celestia. "I think a hundred lives for the price of two is reasonable. Why would you want others to die? I will call the bomber pegasi now to let them know your decision." Celestia raised a phone up off her desk and started to dial for the bombers.
"No! Wait!" shouted Sugar at the last minute. Celestia stopped and her golden aura faded as she dropped the phone down. Sugar groaned. "Fine, if it is to save my district, I will sign." Celestia nodded, and looked around for a new pen, scowling at Ember and the inky mess she made.
"Here is one of my favorite pens," stated Celestia, and she handed a golden pen to Sugar. "Sign on the third line for your district." Celestia pointed to it with the pen. Sugar took the pen instantly and signed the paper a bit messily, like she wanted to get it over with. Celestia smiled, and picked up the phone.
"What are you doing?" snarled Ember, narrowing her eyes.
"Calling the bombers since you obviously won't sign the papers. It was a reasonable offer, that would have saved your district," replied Celestia, and she started dialing the numbers.
"Wait! Why are you doing this?" asked Ember, but she didn't wait for a reply. "Isn't there any other reasonable punishment that we can take?"
"No, there isn't," said Celestia, shaking her head. "Sign now, and you will be able to save your district." Ember looked down, and took the pen.
"I feel ashamed I'm giving in," groaned Ember. She signed the paper and gave a surprisingly nice signature.
"Thank you for your time," smiled Celestia. "But now, I must get the other District Leaders." Sunset, who was standing unoticed by the door, beckoned the Leaders out.
"I think it would be helpful if you could explain what is going on to the next three," said Sunset. "So, tell them." Celestia turned the contract toward her and smiled. It was a success so far. Celestia was worried about the Draconequus leader. He was definitly going to be a big problem. He would even fight back if Celestia threatened to bomb his district. Celestia opened a drawer of her desk, and pulled out her book named Manipulation. Celestia looked toward the middle where the spells were. She read for a minute, and found the spell she needed. Celestia memorized it and then put the book back in the drawer as the next three walked in.
"So, what makes you think you can kill citizens in our districts and we will agree with it?" snapped a golden draconequus with golden lion paws as his forelimbs and backlimbs. His tail was snakelike with a giant silvery tuft at the end. The tail was a very light yellow. He had two deep yellow pegasus wings. He had two white deer antlers on his head and a head of a pony.
"Well, I will kill your whole district if you don't agree," said Celestia, crossing her hooves. A grey, shaking unicorn with a deep blue mane rushed forward.
"For the lives of District Six, I will sign!" whimpered the grey unicorn. The unicorn signed, giving the name Grey Night. The unicorn was by the door, and was stopped by Sunset.
"When you get out there, explain to District Leaders of Seven, Eight, and Nine about the games," commanded Sunset, and she pushed the unicorn out.
"Well, that unicorn is just plain stupid," remarked the draconequus.
"And who are you?" asked Celestia, her question pointed to a black griffon.
"I'm Gild," replied the griffon, clearly a male griffon. "I just want to ask one question before I sign." Celestia tilted her head, while the golden draconequus gave the griffon a death glare.
"What is it?"
"Will I have to compete myself?" asked Gild, who looked frightened. Celestia narrowed her eyes. That sounded very selfish, to let his citizens die and he not compete.
"Well, no, because the towns need their leaders," replied Celestia.
"Selfish!" snapped the draconequus. Gild flinched and walked forward, giving a signature. Celestia nodded in satisfaction. Gild then walked toward the door, and he was gone. "I'm never signing." The draconequus started walking toward the door. Celestia quickly casted the spell, a black smoke heading toward the draconequus's head. The draconequus stopped and turned around.
"What is your name?" asked Celestia.
"Xerxes, named after a God," replied the draconequus.
"Well, Xerxes, sign this contract to save your people," commanded Celestia. Xerxes nodded and signed. Celestia smiled. Perhaps it would be a smarter decision to cast the spell on all the leaders to persuade them to sign. Celestia smiled, and Xerxes left.
"Sunset, get the rest of them in here," commanded Celestia.
"The other six at once?" asked Sunset, and Celestia nodded. "Alright." The rest came moments later. Celestia ignited her horn and cast the spell.
"Now, sign this contract," said Celestia. One after the other, they signed. "Now, the punishment has been dealt. Happy Hunger Games, and may the odds ever be in your favor."
