Things have been getting quite unstable between the neighboring kingdoms and nations of Equestria. Celestia and Luna haven't been able to spare the time for anything, the pressures from independent city states and independent kingdoms wearing down on them. Twilight, who has no idea what is really going on and why Celestia cuts off contact with her for a few moons, goes to find the Princess and ask her what's happening.

What Celestia reluctantly exposes, Twilight is shocked, until a more shocking request from Celestia surfaces - to be a secret agent within the Canterlot Intelligence Agency and go between the kingdoms in order to find peace, and for them to join a new organization called NETO - National Equestrian Treaty Organization to ensure the aid from one another if one is failing. Twilight agrees, anything to help the international turmoil that Canterlot and Ponyville are in, and of course, her friends come too, special request of Twilight.
