Celestia took in a deep breath as she looked into her sister’s room. She could see Luna, looking out over the kingdom, and wondered what she was thinking. They could be thoughts of peace of hope, of hate, of betrayal... Celestia sighed, knowing such thoughts of her own was why she was there. They were signs of what a thousand years of loneliness and ruling had instilled in her. Of why she had almost not slept since her sister had come back.
Fortunately, she planned for this to be over by the end of the day.
Celestia cleared her throat as she actually entered the bedroom, the light, yellow robe over her body swaying with her steps. She wore nothing underneath, and suspected that part of her her large, pink nipples were showing, along with the extra cleavage the smaller robe allowed. It was a fairly normal look for her with Luna though, made a thousand years ago when she used to enter like this and was only happy to be there. Now, even with the draft in the room caressing the half of her ass not covered by the cotton, she felt little arousal being in it. “Hello, dearest sister.”
Luna turned from the window, a small smile on her lips. “Good Marrow to thee, Tia. We… I have been observing yon, I mean, the the city. It’s so beautiful.”
Celestia stepped over, watching over her sister’s shoulder as the first rays of her sun kissed the morning sky. She placed her hands on her sister’s hips, and smiled down at Luna. “Yes, it is a wondrous place, and I’m very happy about how it turned out. I hope you don’t mind that the capital had to grow without you though.”
Luna shook her head “Twas my folly that led to my punishment. That I was not by thy side… But I am punished no longer, and once I learn all I must, I will be with thee again!”
Celestia nodded, her hands slowly slipping away from her sister’s thighs as she whispered, “Yes, with me… again.”
Luna frowned. “Tia? What is it? Have… have I broken some new law I am unaware of? I apologize! I am trying I read those books you gave me and listen to that mare. Ah, my tut or?”
“Tutor.” Celestia turned away. She had made the decision as she stared at the ceiling throughout the night, but it made this part no easier. “And that’s not the issue. The issue is that I have ruled Equestria for a thousand years now… alone. During that time, I faced armies, spies, beings of great and small power, all wanting to take my harmony away. All the while, I also had to wonder about what would happen when you came back. Would you be my sister, or…” Celestia hung her head, her hands now hanging at her sides.
“Bu-but I am your sister, Tia! I know I was wrong! The elements healed me, remember?” Luna looked up at Celestia, her body still reduced from what it had been.
“And they let you wield them before!” Celestia’s knuckles popped as they reflexively curled them, the fractured wall in her bathroom flashing in front of her as licks of fire touched the ends of her mane. She shut her eyes against the anger, and let out a deep sigh. “Luna… I want to believe you’re right, I promise.”
“I...please Tia, I’ll do anything to prove to thee that I am only Luna once more. The Nightmare has gone from me!” Luna reached to grab ahold of Celestia’s robe her hand trembling.
Celestia took a sharp breath in, before finally reaching back, and curling her fingers over Luna’s. She knew she what she planned was wrong, but it was now, or she never slept again. “Luna, for me to believe you’ll never rise against me again, I… I need to make sure you cannot rise against anypony ever again.”
“...I… how is such a feat possible?” Luna blinked “I can give my word and be watched over?”
Celestia shook her head, before one of her hands snapped up, and grabbed ahold of Luna’s horn. For one moment, Celestia exerted all of her power against Luna, forcing it into the other princess’s mind through her horn. It would feel like pins and needles, and she felt her sister fight back, which would only make the pain worse, but just as quickly as it came, her magic left the other pony. She let her arms fall back to her side, her robe open now as she looked Luna in the eyes. “Did you feel the intent behind it?”
Luna stared up at Celestia, eyes wide and tears filling her eyes “You...you tried to… break me… it..why Tia? It hurt!”
Celestia’s hair turned to fire at the edges again as her face contorted. For a moment, her magic flared from her body, cracking the tiles beneath her as she grit her teeth. “Why? I could have asked you the same thing when you tried to kill me! We were sisters!” Celestia’s breath came out in flames as she shook, but ever so slowly, the flames begin to lessen, and the pressure of her magic faded. Her eyes never left Luna’s. “If not for the elements, something I have no control over now, I would be dead. How am I ever supposed to be able to trust you again, completely, without making sure you can never fight back against me?”
Luna looked up and whimpered, one hand still on her horn. “I...I don’t want you not to trust me, but what is it I can do? Tell me, please!”
Celestia slowly raised her hand back up, her horn drifting in and out of her vision as she placed a hand back onto Luna’s horn. “Then open your mind to me, and let me do as I need to. To make you more docile, and beneath me. To change you as I have deemed necessary, for me, and Equestria.”
“Change me? I do not understand Tia? W-will this change make you love me again?” Luna tried to look into Celestia’s eyes, her own still filled with tears.
Celestia was silent for a few moments, before lowering herself, taking her hand away from Luna’s horns, and instead to her cheeks, and looked her in the eyes as tears came into hers. “It is not that I hate you Luna,” she stopped, only briefly, so as to peck her sister on the lips as she whispered, “it is that I hate at all, and so must hate what may come again.”
“I’m so sorry, big sister...Please, I’m sorry…” Luna reached out to touch Celestia’s cheek. “If...if this is the only way I…”
Celestia shut her sister up by leaning in again, and staying there this time. They had shared such few embraces like this since Luna had come back, being close, their lips locked together once more, but she felt now was a good time. Her arms wrapped around the other mare close, her body trembling as she new what the day held for the two of them. When she finally pulled away, she breathed into her sister’s ear, “If it helps, after this, you will be seen by all as a nurturer, and be able to be the best nurse to little foals in Equestria. I promise.”
“I don’t understand… bu-but alright…” Luna closed her eyes tightly at what was about to come.
Celestia slowly nodded, before placing her hand on Luna’s horn once more. This time, while still strong, her magic came gentler. It slipped through what final barriers Luna had up for her, and found the smaller mare’s mind floating before her. She could see how much Luna wanted to help, to be loved, and to do as she needed for Equestria. “Don’t worry, sister, soon you shall.”
Celestia’s magic worked quickly, attacking different parts of the brain with rapid changes. First, lowering her aggression, so she almost couldn’t get mad, before than increasing obedience, just as she had done so long ago to make one of Equestria’s minorities obey before. Though, I do suppose that is where the idea came from. Celestia did not dwell on the thought, as memories of pain and loss were replaced with peace, calm, and grazing on grass.
Next came the physiological, starting with the mare’s sensitivity. A small booster spell on it, and something like the lick Celestia gave Luna’s horn tip right now would make the mare purr like a cat. Her body then took the hormones normally made in abundance for lactation in birthing, and did the same trick, knowing that within a few minutes, her sister would be producing lavious nectar for those who could get at it.
Finally, came Luna’s horn. She had considered leaving it intact during the night, but if Luna was to take the role that this race had in Equestria, only as a royal one, it was best she was completely like them. Besides, Celestia knew how to raise and lower both constellations, even in her sleep. So, Celestia gently pulled on Luna’s horn, blocking the pain as it split in half, and soon was forced to shrink into the small stubs that belonged to one race in Equestria.
Celestia opened her eyes, and smiled down at her sister, Luna, who was now effectively, a cow. “How do you feel, sister?”
Luna blinked, her hands going to where her horn was. “...Ar-e you turning me into an animal sister?”
Celestia nodded as she put her hands onto Luna’s chest, and gave the smaller bosom a gentle squeeze. “Yes, Luna, but not just any animal. I am turning you into the race I made my most loyal servants, and the concubines of Equestria: a cow. As one, you will be accepted as harmless by all, and,” her squeeze became a little harder as Celestia also nibbled on the side of one of Luna’s horns, “stay in my bed each night to comfort and advise me.”
Luna make an odd noise and blinked “I...I read about cows… they are the property of ponies and are milked… they even have four hooves from being forced to walk on all fours… I...read about a dairy?”
“Yes, they live on dairy farms normally, but,” Celestia tilted Luna’s head up, “you are my cow, and so will live with me as the royal milkmaid, along with,” Celestia twisted Luna’s nipple through her shirt, “other things. This is also why I want you to keep your hands, for they will make you all the better to serve me with.”
“T-Tia, I-I don’t think what you are trying will work...it is obvious I am still Luna. I retain my normal looks, except for having no horn. I even have my wings.” Luna spread them wide as an example “...My book showed cows with spots and shapes that were different than ponies’ eye color and mane for instance…”
Celestia nodded, her body trembling at how compliant Luna was with all of this. It was going better than she had ever hoped it might. “Well, how about first my little pet undress to how she normally will be, which is nothing, and you…” She took in a shaking breath, worried that this would be too far. If Luna agreed to it though, it would make sure that her sister was completely powerless to the changes and manipulation. “You ask your princess to change completely?”
Luna blinked and opened her mouth, before frowning, and then sighing. “You will trust and love me again?”
Celestia stepped away, before sitting on the bed and looking Luna in the eyes. She apparently had forgotten what she said before about love, not that Celestia blamed her. She wasn’t even sure if she had been telling the truth. Like this though… “Yes, I will.”
Luna nodded and pulled off the short dress she had been wearing. It fell to the floor with little fanfare, revealing a small mare shivering in the early morning air, her dark blue nippes erect from the cold and play. “P-please, Tia...Princess, turn me into a cow...completely, so that nopony will know me from another. But… I...I ask to keep my immortality… I don’t want to leave you again...Sister…”
Celestia nodded, before beckoning her sister over. Once Luna was near enough, she gave her a deep, lewd kiss, now letting her want and desire overwhelm her. She had dreamt of days like this, where Luna would ‘pay’ for what she had done, and she would be able to have the mare she had missed for so long all to herself. She kept the kiss going as her hands pushed against Luna’s breasts, and her magic got to work.

Celestia was not done, still staying connected to her sister as she forced the other mare against the bed now. Luna groaned, her wings pinned to her back as she looked at her now spotted hand. “...My coat…”
Celestia gently ran her hand through her sister’s mane, humming to herself as she felt the warmth of victory wash over her. She knew she shouldn’t call it that, but as the stars in Luna’s mane faded, and instead became one with the separate strands of white that was now her mane, it was what felt right. Though, that may be simply the corruption of leading for so long. Celestia considered if she had been running Equestria for too long, and if that had been why she was like this, for only a moment though, before saying, “Don’t worry, my dearest Lulu, you still look beautiful.”
“...Am I still your sister, Tia?” Luna rolled onto her back gazing at her tail as it started changing, getting slimmer until it was not much more than a piece of rope with a tassel of white on it.
Celestia slowly sidled herself up higher on the bed, until she could comfortably straddle Luna’s head with her thighs, and let her sister smell the arousal coming from between her thighs. “Well, yes, but you’re also my pet. Now, be a good cow, and lick your mistress to please her.”
Luna blinked, before carefully nodding. She opened her mouth and blinked. “...My tongue, it’s different; it’s bigger, and rougher.”
A shiver ran through Celestia’s body as she pet her little cow, another drop of arousal running down her thigh. Her magic flicked over Luna’s beautiful eyes, changing them now to a more common, brown color, that sent shivers down her spine for a whole new reason. “All the better to please me with, Lulu.”
Luna nodded “It… it is harder to talk…” She stuck her tongue out to look at it. Other than being bigger, it was also longer. “...for grazing?”
Celestia grit her teeth for a moment, but knew she could wait. The more Luna accepted this herself, the more ingrained it would become. “Yes, it is. But please, do as I told you to, before I must punish my new pet.”
Luna nodded and slowly began licking at Celestia’s dripping crotch. She kept to the outter lips and clit, as she wasn’t certain if her new tongue might damage her sister. She glanced up to try and gage Celestia’s reaction.
Celestia let out a loud coo as she felt parts of her that had only known her own fingers for far too long. Her legs twitched, almost shutting around her sister’s head as they wanted to pull her in, but she was in charge, and so she would try not to show so much need. She could not keep her tongue in her mouth though as she panted, and began stroking her sister’s wings. “Come now, Lulu, I’ll only finish the change you want if you start showing me that you can also perform it’s duties.”
Luna closed her eyes tight. She did not want to be changed… but she wanted Celestia to love and trust her again more., “T-tia are you ever going to turn me back into a pony?”
Celestia was silent for a moment, her whole body stiff now. This was technically rebellion, her sister trying to fight her desires. She was supposed to be a loyal pet, but instead… Instead, look at yourself, you depraved, corrupt, bitch. Celestia’s body began to shudder as she fell back onto the bed, Her hands came over her eyes, and tears streamed down her cheeks as she whispered, “What have I done?”
Luna’s eyes widened and she scrambled to Celestia, holding her tightly. “No, Tia, it is not you, tis me! I am at fault! Please, make me better! I won’t ask about being a pony again!”
Celestia looked into her sister’s brown eyes, the disgust within her growing as she remembered how pretty they were only a few moments ago. She gently stroked the side of Luna’s face, and shook her head. “Luna, I could rob you of your intelligence right now, and yet I accused you of having reason to not be trusted. That… that’s simply wrong, and I will not make you my pet, not when you should be a pony.”
Luna closed her eyes and thought hard, considering the options. Become a pony again, but have Tia keep an arm's distance with sustained loss of trust… or allow myself to become a pet, and share Tia’s bed and heart once more. “Tia, please, finish making me into your pet.”
Celestia blinked as a final tear fell down her face, and, centimeters from Luna’s face, asked, “A-are you absolutely sure? You’ll never go back to being just my sister, or a princess of Equestria.”
Luna nodded, before licking Celestia’s cheek with her longer tongue. For your love and trust…
Celestia gently pecked her sister’s lips, chuckling at the lick as she wiped the saliva away. If this was what she wanted though, she would not stop her. “And do you want to be a cow? There are many, many good options for a royal pet, though…” Celestia felt her heat rise back up as a thought occurred to her, “with the length of time we have, I’m sure we’ll go through plenty of those options.”
“Options, Tia?” Luna cocked her head with a smile, laying her head on Celestia’s shoulder. “You do not mean to make me into a goldfish, I hope.”
She chuckled at that, but soon pulled her smaller sister into her bosom, hushing her as she ran her hand down Luna’s back. As her hand touched her sister’s wing, it finally began to shrink. “Maybe one day, for an odd fetish I’ve thought about trying, but for today,” a tear fell down her face as she watched the feathers fade into nothing, and saw only a clear back on her sister, “I want to simply spend snuggling with my sister, who I love and trust like no other.”
Luna curled into Celestia. “Don’t you have court soon though?”
Celestia stroked the side of her pet’s face as a tear ran down her face. “After all you have given up for me this morning, the least I can do is give you a day to know that I still love you, and that my words were true.”
“I know your words are true Tia. I love you.”
Tia looked into those once more beautiful, brown eyes, and whispered, “I love you too,” before giving her pet a long, tender kiss, that they would hold through much of the day.
