Celestia, while mostly kind, loving and merciful, will put aside her morals and convictions of pacifism if it means protecting her Kingdom of Equestria and all the innocent lives of her subjects. Once she has unleashed Solar Flare to burn the Caribou's country to ashes, no ruler in the world will ever again think of taking advantage of Equestria's peaceful way of life.
