If I'm not mistaken, bureaucracy is a process of order, so how can something in order be so confusing?

"Sure, and that last pudding cup was eaten because you needed room."

Celestia turns away.

Luna simply huffs.

"I just need, a yah or nah, huh, on this law."

Celestia glances to Luna.

Luna peers at Celestia.

The two turn to the messenger.
