1 year following the Joker's breakout from Arkhoof Asylum and the arson attack at Blackgate Penitentiary, a massive section of Gothoof City has been created into a prison. Inmates run free, doing whatever they want, provided the sadistic mercenaries that guard the place don't catch them. When the creator of Arkhoof City, a previously unheard of Earth Pony named Doctor Strange makes mention of an unknown plan known only as "Protocol Ten", Bat-Stallion must take matters into his own hooves if he is to stop the cruel Doctor from unleashing hell upon Gothoof City.
