Following a crushing recession, the youth of Equestria grew unruly and volatile, resulting in rising crime rates and a steep drop in school attendance.

To counter this, the Equestrian government was forced to implement the 'BR Act', a yearly program that pits forty-two ponies against one another in a fight to the death.
