The exceptions are the occasional rogue portals as some can open in non Blank Slatelands but they are rare. If the Overflow World has a permanent connection to a certain world, then you can count on most of the portals from that world to open in Blank Slatelands near the first connecting portal but even they can have the occasional rogue portal.
