Princess Celestia is the ruler of Canterlot, as well as Co-Ruler of all the Equestria. From her throne, she wields almost absolute authority and power. Where this would corrupt most, she holds her position with dignity and grace. But she is still a mare, and mares often have "needs". So while she handles the usual work load, she always makes time to handle her more personal requirements, be it with private individuals, or even her own loyal guards, the Princess shows that she could bear a heat that could rival the Sun.
