After Nightmare Moon banished Celestia and named herself Queen several rebellion groups formed for the one and only purpose of stopping her. Your sister, Dawn Dew, was recruited into one of these groups which Nightmare had deemed as a terrorist. You turn them in after you were also invited to join as well in order to try to save Dawn.
