Twilight sparkle has just completed Starswirl's spell. It seems to be a version of that temporary wing spell she cast on Rarity. That will be useful for nightmare night costumes. Or at least that's a good excuse to practice the new spell. Celestia thinks her student is finally ready to become an immortal goddess and ruler of Equestria. There may have been some miscommunication.
