Even though everything turned out ok in the end, Celestia decided that Fluttershy must be punished for abducting Philomena. She wasn't sure what that would be until Twilight tells her about a secret she has involving the shy pegasus. Celestia agrees on the punishment under one condition, a very unconventional one.
