Protector Larynx was an infantry officer in the Great War between the Changelings and the Equestrians. He has achieved glory, he has led part of the army into victory when it come to the south-east of Equus, to the never-ending jungles of it all.

And what does he get for doing his duty? An administrative job. In the same jungle. The one filled with the crazy jungle ponies, the bats, and also the remaining remnants of the last army of Equestria... Not to even mention his "capital." The city of Baltimare, full of anarchists, anarcho-syndicalists, socialists, and of course, communists. It is clear to anyone that Larynx is... Screwed.
