A fire is kindling, as a famine encroaches, and both military and police forces can no longer control the countryside from banditry, many ponies are losing hope in the Equestrian government.
Verbose Maxim, an officer disliked by his peers for his stringent approach to military discipline, receives a letter assigning him to this troubled area. Can he resolve the issues at hoof, or will he add fuel to the impending fire?
