CEC (Changeling Espionage Core) Post-mission Report

Writer: Operative 105-B who performed the operation that this report is based upon. Operative was selected for this report for their meritorious service record in impersonating various key officials in Canterlot and 10 years of service with a low percentage of failure for their impersonation operations.
Mission Statement: A changeling operative is ordered to capture the target, pod them in a capsule for love harvesting, and assume their identity. Once they are done they are to move to Pony-Ville where they are to interact with each of the elements of harmony, gauge their relationship status to the target, and when completed report back. No overt actions such as overt love harvesting, podding, or similar are to be attempted during this mission as its sole purpose is for information gathering only.
Target: Target is known as Zephyr Breeze, the younger brother of Fluttershy who is the current bearer of the Element of Kindness. They live alone within a slum apartment in Cloudsdale, are currently unemployed, and are known to interact with the Element of Kindness on a weekly basis.
Reason for why this mission was performed and the target was selected: Due to the target’s close familial status to the element of kindness, their possible close relationship to the other elements, and being a civilian they are a prime target for the organization, any information relating to them so that an operative may be able to impersonate that would be seen as invaluable to the CEC.
Initial Stage of the Operation: The initial stage of the operation, the capture of Zephyr Breeze, went smoothly. Target was successfully coerced at a club they frequent by the operative in the form of an interested suitress to make their way into their home. In response, the target met the operative's persona with confusion and timidness showing a lack of experience in intimate relationships as they began to stutter, blush, and even questioned the bartender if the operative was referring to them.
Regardless the target was successfully coerced by the operative and they were led to their apartment home. From there the target was overpowered by the operative, podded, monitored for the love they produce, and hidden away to not alert any individuals. Strangely enough, meeting with the target and coercing them into their gathered suspicion from neighbors was alleviated when the illusion of the operative’s suitress persona running off into the night while screaming was produced. An act that was strangely met with widespread approval by witnesses.
Yield: Target’s yield in love while podded was 200LmL’s, Love Milliliters, less than a fifth of the average amount of love that a pony can produce while podded. Something that suggests the target has either a fragile state of mind such as an inferiority complex or a habit of mental regression, or is heavily malnourished. Evidence suggests the latter due to their physical structure and a page from a health magazine pinned on the wall explaining to readers how to follow a starvation diet.
While the previously recorded amount is still sufficient to maintain a few changelings, it is not nearly enough to warrant the target being targeted for podding other than for the explicit purpose of impersonation. Advisory for this target to be classified as ‘Love-Minoris’ for the love they give off through podding is recommended by the operative to the CEC.
Movement Details: With the target podded, the operative attempted to board a public train to meet with their relative the element of kindness. However, due to the target’s financial nature which was not known before the operation was conducted, the operative was intercepted by debt collectors before they could leave town based on them running away from their debts. Funds from the operative's resources were procured to satisfy and which was met with suspicion from the debt collectors due to the target having an established history of having little to no funds. A cover story of the target getting an early letter from their parents was able to cover this up however allowing the operative to board the train onto the element of harmony’s town Pony-Ville to complete the next stage of the operation.
Operative Notes: Target seems to be currently known to be in heavy debt with various minor criminal organizations local to their area, gambling houses, and their landlord. Third-party assets may be able to relieve this but will place the target under suspicion due to their history of unemployment and is thus not recommended by the operative for any future operations.
Procedure One: Attempt to gain access to the Element of Kindness's home, establish contact while in the guise of the target, and survey the area. Love harvesting through a passive method to gauge the amount of familial love that the Element of Kindness may have toward the target is permitted.
Movement Details: The operative maintained the persona of the target and maneuvered through the town on hoof. Flight and wing use was kept at a minimum due to the target’s observed history of preferring to walk, a habit they seem to share with their sister.
Operative Notes: For the sake of readability, this movement detail will be presumed for any procedures from here on out for the operation and will not be included in this document.
Results: Once in position operative 105-B, was able to maneuver to meet up with the target’s relative. However, due to the target's established history, any sincere movements to meet up with the element of kindness were met with reluctance and apathy. With the element of kindness stating that they will not provide another loan to the target until they have paid it back.
An appeal to family relations was made to the Element of Kindness with the pretense of merely wanting to talk to them but was was dismissed due to target's history with the Element of Kindness. Afterward, a motion to pay back the loan was attempted through the operative's assets but was met with extreme suspicion by the element of kindness. With them stating the target’s reluctance to work along with their unemployed status in response to the appeal.
However thanks to a repeated and sincere appeal to the Element of Kindness's nature and the current possession of funds the Element of Kindness allowed the operative access within their home for lunch. During this, the operative was closely monitored by the local fauna along with the Element of Kindness themselves. During this passive love harvesting methods only yielded minimum results with the main emotions for the target from The Element of Kindness being only pity and mild abhorrence.
Regardless, a conversation eventually ensued over a light meal with the Element of Kindness wondering why the operative had come to meet with them, citing a history of a tenuous relationship and history and the target only interacting with their family members to replenish their funds. Acts of which the Element of Kindness noted to be ordinary and any deviation from them to be extremely strange.
In response, an excuse was given by the operative citing a feeling of guilt and a wish to make amends towards any past wrongdoings. An act that only seemed to make the Element of Kindness grow even more suspicious towards the operative with them citing that they thought they never felt guilt before for their previous actions. Seeing where this was going the operative then made an excuse to leave which they were permitted to do before they made their way to the next procedure as described in this document.
Procedure Notes: It seems that the target’s relationship with their family members is tenuous and strained with the target having a history of petty theft, debt to their family members, and harassment of them for financial or emotional gain. Any monitoring operations on the Element of Kindness will be met with extreme suspicion due to the target’s history, and any formal or overt attempts to remedy this will be met with a similar fate. Due to this failure is expected for any operations that deviate from the target’s apparent nature when exploiting their relationship with the element of kindness, caution is highly advised from here on out for any operations with the target.
Procedure Two: Survey the Princess of Magic’s relationship with the target through the impersonation of the target. A risky maneuver and one that would normally be prohibited by the organization due to the risk that it would have, but due to the circumstances of this operation and the potential benefit gained from it, it was sanctioned.
Results: The operative attempted to move from the Element of Kindness’s house to the Princess of Magic’s castle. However, when doing so the operative was stopped by guards citing that the operative’s persona was currently prohibited from entering the castle due to overdue fees from the Equestrian Library Network, fines for tampering with castle equipment, or moving into restricted areas when the target was bored, and an invoice from the Princess of Magic’s assistant due to a past incident. The former fines were high enough to exceed the operative's ability to pay even with the standard kit provided to operatives on the field for bribing public officials.
The invoice also came with a formal request and prepared letter written by the Princess of Magic to not speak with her and any access to the castle, her library, and the Equestrian Library institution will be prohibited until the invoice has been paid and a public apology submitted. That and an amendment that declared that any violations of the law within the Princess of Magic’s grounds would be prosecuted to the highest degree.
In response to this, the operative left the Princess of Magic’s castle grounds with an apology to the guards before doing so an act that seemed only to attract their attention and suspicion from them. Noticing this the operative then hid for a short period to ensure that they would not be followed before resuming the operation.
Procedure Notes: It seems that even apologizing to an individual in the guise of the target is something that draws suspicion. This will have to be noted for any future operations.
Procedure Three: Survey of the Element of Generosity's relationship with the target.
Results: Procedure inconclusive. When the operative attempted to move to the Element of Generosity's shop, The Carousel Boutique, they were quickly escorted out by the element themselves. With them stating that they would not take any chances with the target after what had happened in a previous incident.
In response the operatives allowed themselves to be escorted which attracted the element of generosity's attention which caused them to close shop and monitor them through a set of blinds before they left.
Procedure Notes: None to be stated at this time, the results speak for themselves. Any contact with the Element of Generosity will be met with extreme apprehension and hesitation.
Procedure Four: Survey of the Element of Honesty’s relationship with the target.
Results: Results inconclusive. During movement to attempt the procedure, the operative was intercepted by the Elements of Harmony led by the element of Kindness and was apprehended by them. With the operatives' disguise falling in the process and revealing their true nature. Operative from there was escorted by the Elements of Harmony to a nearby prison to await sentencing.
However, during the course of their transportation, the element's movements slowly became ever more hesitant and slow. The source of this hesitation was revealed when the Element of Loyalty asked their fellow members who would be freeing the target after the operative was imprisoned. A question that revealed feelings of uncertainty, doubt, and mild disgust from their fellow members.
From that point forward the elements stopped transporting the operative and began to argue amongst themselves to see who would be freeing the target. With each one raising a past event that the target was involved with them that would warrant them from being excused during this. All the while electing another to have the opportunity to free the target. An offer that they all adamantly refused.
So seeing a chance to escape during the course of this event the operative did so and fled the scene. While the elements did pursue the operative for a short period of time, they were abnormally slow during the course of this and only did so until the operative reached the edge of town.
When the operatives eventually reached the outskirts the elements were noted to be shaking their hooves at the target before breathing a sigh of relief and making their way back to resume their daily lives. From there the operative made their escape and returned to the hive to transcribe this message.
Procedure Notes: None to be made at this time, but the operative notes that this will most likely be a repeatable event for any operatives caught while impersonating the target. Impersonated targets after all have to be freed eventually if they are podded and thus most likely be seen as a savior to whoever is saving them. A status that the operative guesses is one that any creature would not want to have.
Concluding Thoughts: The operative would wish the chance to express their thoughts in that while the target themselves is potentially strategically valuable, this is only in the variable of them not being in the state that they are in. Because as they are now any movements or expressions that are out of line for the target would be considered immediately suspicious. Something that this agent would like to remind the CEC to be something that an operative would wish to avoid.
Moving on, while the target does possess a history with the Elements of Harmony, it is entirely negative. As it is, any espionage movements by an operative disguised as the target would most likely be perceived and dealt with appropriately. Any attempts to converse with the elements outside of the element of kindness are most likely to be immediately denied.
A way to remedy this would be through an extensive and lengthy rehabilitation program that is owned by the organization so that the target pays off the debt that they have with anyone that they are indebted to, rebuilds the trust that they have with the Elements of Harmony along with anyone that is around them, improve their demeanor and nature to be a more socially acceptable one, and eventually made into a collaborator for the CEC. An action that the operatives estimate to be highly costly in both time and patience to the organization and thus highly discouraged by them. Instead, it is suggested by the operative for the target to be freed from their pod, subjected to a grade-1 mind cleansing session so that they are not aware of the CEC’s actions on them, and let go to resume their daily lives. An action that is frowned upon by the CEC but that which this operative highly suggests to be done.
Because the target, Zephyr Breeze, is in a state that marks them to be both the most valuable target to our organization while also being the least valuable one as well. With the only way to remedy their flaws as an asset through an extensive process that could potentially take years with little to no benefit to the CEC while being extremely costly. Emphasis is placed on this due to the knowledge of this report being presented to Queen Chrysalis in the upcoming quarter report and her tendency to pursue all possible leads on the Elements of Harmony with extreme pressure and little hesitation. Because if she does then may the gatherer have mercy upon us all and our budget as we will need to reform ourselves into a rehabilitation program for one individual.
