The city of Musutafu is still underneath the veil of darkness that has been cast on it, preventing any sunlight to shine upon the city, leaving the area in eternal night. Most of the people who use to live in the city left, leaving only those who couldn’t leave. Villains began moving in seeing the city as a safe haven from the law as the police stations and hero agencies have emptied out as the horror villains and monsters made it clear that they’re not welcome in the city. The villains are allowed to stay as long as they don’t do anything in the city. Resulting in chases ending once the villains make it into Musutafu City.

U.A. has been completely taken over by monsters, who now roam the school grounds. The former staff have lost their teaching licenses as well as their hero licenses for denying the clones of Izuku from becoming a student, after having their memories erased. Showing that while they say they would allow a quirkless child to be a student, when they had their memories erased, they went and showed that they wouldn’t even after the clones passed their tests.

The streets of the city are surprisingly safe as the villains who moved into the city are keeping to themselves. As while they’re safe from the police and heroes who don’t dare to enter the city, the horrors that make it their home on the other hand have made examples of those who gain their attention. The message was clear the villains could come and stay but only as long as they don’t cause trouble.

The robots that, The Mechanist has been producing from The Factory have taken over all the utility jobs that many workers had abandoned once the city was taken over by horrors and became forever night. The streets have been cleaned of trash as the robots have been collecting the for resources and what can’t be used are burn in furnaces that provide power to the city. They also been doing repairs on infrastructures that have been delayed for years because of one thing or another. The city is actually being run better than it was under its old government which also fled the city, leaving only those who couldn’t leave.

Some people also venture into the city, for the services that the city provides. The hospitals are able to treat sickness and injuries that only those with money or able to acquire the services of those with healing quirks, all for very affordable prices. The healthcare and insurance industries tried to block access but visits by some horrors to the bosses and leaders of said industries caused them to quickly changed their minds. Seeing how many of them now have been given cancer which can only be cured in Musutafu city, which like how they treated their customers they have to jump through hoops just to see a doctor there and only to be denied service because of some issue like they do to those who try to get services from their companies.

And others are visited by nightmare horrors that leave them screaming and unable to sleep. Causing their minds to slowly break as they’re unable to sleep without being visited by the likes of Freddy, while they can’t die in their dreams, the lack of sleep and rest is destroying them mentally. And there’s nothing they can do to stop it, unless they resign from their positions in the industry they’re apart of and their replacements who learned to just approve what the person they replaced. Elsewhere -

Walking above the pens that held the non-sapient creatures that weren’t desummon by Horror Master. Izuku wants minions who can control themselves and not just go on a rampage, or for the non-sapient ones be controllable. Doctor Borous of the Think Tank of the Animology, Beastology and DNA-Scrambling Technology department, using his new Synth body he designed himself. Which he rather likes having a human shape body again, which if it’s destroyed he can just make a new one as his brain is safe as he’s controlling this body remotely.

Horror Master is planning on turning the dry moat around Castle Chaythe into an animal pit to keep people from trying to sneak into the castle. He doesn’t want the animals to be able to escape and wreck havoc but stay in the moat, till they are released that is. Borous came up with the idea to turn it into a swamp so that only creatures that need to keep wet can survive and stay in the moat.

Which the pens have animals that are prefect for that swampy environment.

Mutated crustaceans from the world of Metro called Shrimps. They are often found in or near bodies of water. Female shrimps look like regular non-mutated shrimp, except with no eyes and a giant sucker mouth, while male shrimp look a lot like plate-armored creatures with toothed mouths.

From the world of Fallout, the mutated, giant, and ravenous salamanders, Gulpers lurk around marshes and in trees waiting for potential prey. Using their giant maws, they'll swallow almost anything whole without regard for what's edible and what's not. Gulpers grow larger and stronger with age, with the eldest ones being far more deadly than the much more common young gulpers.

Fog Crawler, the giant mutated shrimp who lurk the foggy shores of Far Harbor, fog crawlers are irritable and highly territorial predators who respond to anything in their path with an unrelenting charge and claw swipes that can rip men apart, using their tough shells to shrug off gunfire and barrel right over their targets.

Angler, they have developed humanoid bodies in addition to their much larger sizes, with long arms and bowed legs, but otherwise retain the scales, fins and heads of their fully piscine ancestors.

Rather than being a single type of creatures, the Mirelurks are a complex of multiple mutated animal species chiefly horseshoe crabs, Atlantic blue crabs, lobsters and snapping turtles, living in a complex symbiotic lifestyle.

Crab - Their most noticeable feature is the large, chitinous shell that provides excellent resistance to firearms, melee weapons, and even ray guns. Soft body parts, such as their faces and sections of their abdomen, are much less resistant.

Horseshoe crabs - Are more humanoid in shape, with usually having clawed arms and two pairs of legs, some do have two pairs of small, segmented appendages growing out of their chest.

Lobster - This type of mirelurk has mutated from the local lobster population. They are significantly more resilient than regular mirelurks and gain the ability to spit acid at its enemies, as well as more powerful attacks.

Queen - The mirelurk queen is a rarely seen mirelurk variant, considerably larger and more dangerous than her offspring.

Then there are the non-arthropods mirelurks that have a symbiotic relationship with the arthropod ones.

Frog - Mirelurk kings do not resemble the crab-like mirelurks, instead appearing to be heavily mutated frogs based on sounds they make and the webbing between their fingers and toes. They also uniquely possess both gills and lungs that were developed independently, allowing kings to survive on both land or water easily.

Turtle - The reptilian mirelurk kings, standing upright on two feet, they are the most human-like of the mirelurks. They have a symbiotic relationship with the other mirelurk types and commonly employ ranged attacks. The mirelurk king lacks the characteristic shell of other mirelurk variants but makes up for it with their thick, leathery skin, powerful arms and legs, and the ability to shriek at their attackers.

Radtoads - are large mutated forms of smaller pre-War toads. They maintain four strong primary legs, but have also grown a thin set of arm-like limbs protruding from the sides of the jaw. Radtoads possess ferocious pointed teeth and a long, tri-barbed tongue. Numerous yellow-red eyes are scattered about the head, and clusters of eggs are strewn about the back.

Oguas - are large, turtle-like creatures. Large humanoids with thick and dense shells that when they pull their limbs and head inside protects them from just about anything.

Gatorclaws - are a genetically engineered American alligator, becoming humanoids and quadrupedal but is able to walk on two legs, while remaining like the normal alligators in their behavior. Thick scales on their bodies give them natural armor but for their softer underbellies and powerful jaws and claws are able to tear apart just about any prey. Standing between 10 to 20 feet tall, are much stronger than normal alligators and more dangerous as they’re able to think and plan.

From the world of Resident Evil, the most distinct of the Hunter series, Hunter Gamma was developed as a result of Umbrella's renewed interest in amphibian B.O.W.s after finding notes on the Lurker from Dr. Marcus' stolen research. Due to their design flaws, such as weakness to heat and inability to survive for long outside of aquatic environments, they were deemed useless and set for termination. There are two pens one containing the frog like hunters and the other the salamander type.

An experiment in creating amphibious B.O.Ws by applying the T-Virus to salamanders. Albinoids possess the ability to disperse deadly electrical voltage and are sizable, growing to a size of approximately 7 feet long in a mere 10 hours.

Del Lago, a massive Plaga-infected amphibian monster.

And finally the main boss of the swamp and main defense to the entrance leading up to the castle.

Lizzie the Crocodile, maintains the basic physical characteristics of a crocodile, but due to the Energyne pathogen she was infected with she has gained numerous auxiliary traits. In addition to her gigantic size, Lizzie has developed two huge tusks on each side of her head above her mouth and two smaller ones on each side of her lower jaw, a pair of frills flanking her face that cover her gills, countless large spikes on her back, and a spiked club on the end of her tail, as well as gecko-like feet.

From his vantage point Borous, he could see Salvatore Moreau in the frog mirelurk pen. He is now able to control his transformation, but he’s now more like a toad. He’s able to leap around and stick to walls, spit out gunk that eats away at objects. He's able to control the mirelurks thanks to both magic and pheromones, so that the swamp creatures can be controlled.

In the turtle mirelurk pen are the Gillman the classic monster from the Black Lagoon, Rikuo a merman with his wife Aqueria and their son Ricky. The turtle mirelurks are the smartest of the mirelurks and are as intelligent as monkeys and apes. They're being trained to be the leaders of the other creatures.

"So how are things going?" ask Abe Sapien the fishman who comes from the world of Hellboy walking up to the good doctor.

"Going good, the turtles are learning to control the other swamp creatures. They listen and follow the commands of Gillman and the others quite well. Once Horror Master signs off on this project, we can start flooding the valley and make it into a swamp," Borous said.

"What about the mosquitoes?" Abe Sapien asked.

"Mosquitofish, we just put lots of them in with other fishes and other aquatic wildlife that eat them," Borous said. "Where is Horror Master anyways?"

"He’s been hold up in his room talking with Bill and others. He’s still planning on what to do next," Abe Sapien said.

"The government is doing whatever they can to get the clone of the boss to become a pro hero. Firing and replacing so many people and rewriting laws to make sure of it," Borous said.

"Which is why he’s planning on what to do next," Abe Sapien said.

“But you really think the chance will work?” Borous asked.

“The Japan government did just make it into law that all hero agencies must have at least one quirkless pro hero to be able to operate. With only a 2 year time limit before the agencies will be closed down, so that when the memory erase field takes affect when the clone is in the area, the people affect will still know that they either have a quirkless pro hero on the payroll or they be closed down,” Abe Sapien said.

“They’re all shitting themselves to do that,” Borous said.

“It’s either that or Horror Master will unleash us to slaughter Japan,” Abe Sapien said.

“I have so many new critters plan for that,” Borous said.

“Well remember the rules Horror Master laid down,” Abe Sapien said.

“I know, Horror Master doesn’t want to slaughter people from other countries but they are leaving on their own after he released the rules we’re going to follow,” Borous said.

“The other countries don’t want what’s going to happen to Japan to happen to them,” Abe Sapien said. “After all, without a threat hanging over their heads, they already showed what they think of someone without a quirk becoming a hero.”

1 - Being killed in a dream is bad to anyone who needs to sleep. But being given nightmares that leave you unable to get any rest and has you waking up screaming, will destroy your mind and body, over days as no one can take going for days without sleep or rest in real life. There’s a reason why keeping people from sleeping is used to torture and interrogation people, as it works.
