The war is over, and peace rules . . . for now. All three tribes have treaties, and all the pegasi have to do is supply the weather to the earth ponies, while also building their new city.

For Commander Hurricane, the war was easier, but he wants peace to succeed. If he can't provide rain, the crops will fail and pegasi will go back to raiding.

One of his citizens has an idea to create clouds, but will it work?
