Luna can't really perform her royal duties like Celestia can. She is…."different". Celestia noticed many similarities between her sister and one of her most gifted students, causing them to form a special bond. However, after Celestia finally gets fed up with Twilight's asociallity and quirks the sisters plot to send the star pupil away for awhile so that she may learn the joy of friendship and other social skills, as well as just get her out of Celestia's mane for awhile. The question is, is their elaborate plot actually going to succede at anything except creating a massive scandal?
