Power corrupts and power corrodes. After so many years of ruling all of Equestria, Celestia had begun to crack. The world she ruled was falling apart at her hooves. When Luna died, there was nothing left for her. She caved, crumbled under the pressure. She let her duties and power drop, piece by piece until she were nothing but a figurehead, clutching the dream of a peaceful Equestria. The true power now rests with the officials she appointed to take their places, some of whom handle power better than others.

The mare in charge of the justice system isn't one of those. The system fell apart under her 'guidance' and what used to be justice is now simply a matter of money and influence. It was only a matter of time before she crossed a line, and one day, she did. She left a stallion with nothing, robbed of his family and any chance he may have had for justice.

He will be the last one.
