Luke is different the you average pet human...very different. He can read and write. He can even talk like a normal pony. By all defintion he is an intelligent being. One however, must ask the question. Why? Why is he not like the others.

When Rosebud and Fitness Factory brought a human baby as pet for their growing family then never expected that he would show signs of becoming a intelligent creature unlike the rest of his species. Nevertheless they decide to raise him as if he was one of them. Unfortunately when you happen to be the only one of your kind to be able to think for yourself things tend to get complicated.
