PREAMBLE
In the course of events that dictate history, we, a collection of peoples bound and divided together by conflict, betrayal, deceit and bloodshed, do hereby form a New Lunar Republic of The Lunar Domain. For this New Lunar Republic, we do hereby dictate its existence in this document for the present, and forevermore.
ARTICLE I - THE STATES OF THE REPUBLIC
SUB-ARTICLE I - THE STATES AND FURTHER PROCEDURE OF ADDITION
Mandate I - Be it enacted that the union of states of The Lunar Domain and its New Lunar Republic include the Republic of Stalliongrad, the Zebrican Confederacy, the Saddle Arabian Emirate, the Crystal Empire, the Draconic Territories, the Municipality of Manehattan, the Shire of Trottingham, the Commonwealth of Northern Territories, the Democratic Republic of Seaddle, the Commonwealth of Appleloosan States, the Municipality of Ponyville, the Confederacy of San Palomino Cities, the Commonwealth of Fillydelphia, the Republic of Cloudsdale, the Municipality of Las Pegasus, the Buffalo Confederacy, the Republic of Griffonia, the Municipality of Vanhoover, the Duchy of Hoofington, the Free State of Mustangia, and the Neighgara Territories.
Mandate II - Be it enacted that the Shire of Canterlot, the former seat of power of the Principality of Equestria, be dissolved. In its place there shall be a Midnight Court Federal District where the governmental bodies of The Lunar Domain and its New Lunar Republic may meet and reside.
Mandate III - Be it enacted that the Midnight Court Federal District not be recognized as a state, but as the territory of the Federal Government, and as such it shall not be accorded all rights guaranteed to the states of The Lunar Domain and its New Lunar Republic.
Mandate IV - Be it enacted that other territories not claimed by any state may request to join The Lunar Domain and its New Lunar Republic as a state if its population exceeds two and a half million citizens of the Republic.
Mandate V - Be it enacted that any territory requesting statehood must first hold local elections to join The Lunar Domain and its New Lunar Republic, and have a fifty-one percent or greater in favor of statehood.
Mandate VI - Be it enacted that a national referendum be held on the addition of a territory as a state of The Lunar Domain and its New Lunar Republic if the requirements of the fifth mandate are fulfilled. If fifty-one percent or greater of all citizens vote in favor of statehood, the territory shall be recognized as such, and be accorded all rights of a state.
SUB-ARTICLE II - THE STATES AND THEIR RIGHTS ACCORDED
Mandate I - Be it enacted that all states of The Lunar Domain and its New Lunar Republic shall not possess the right to secede from the the Republic without national referendum with fifty-three percent or greater in favor.
Mandate II - Be it enacted that all states may hold diplomatic relations with other nations outside of the Republic, but shall not have the right to make military action against them or other states of The Lunar Domain and its New Lunar Republic, nor represent the nation as a whole.
Mandate III - Be it enacted that all states shall allow free travel between one another in any territory of The Lunar Domain and its New Lunar Republic.
Mandate IV - Be it enacted that all states of The Lunar Domain and its New Lunar Republic must have a democratic form of government that includes a legislative body that is responsive to its peoples.
Mandate V - Be it enacted that all states of The Lunar Domain and its New Lunar Republic shall be guaranteed protection against invasion by the armed forces of The Lunar Domain.
Mandate VI - Be it enacted that all states of The Lunar Domain and its New Lunar Republic shall be guaranteed protection against excessive domestic violence through the armed forces of The Lunar Domain by request of the state, and a majority vote of The Lunar Parliament, or by an Executive Order of The Prime Minister after two weeks without response of The Lunar Parliament.
Mandate VII - Be it enacted that all states of The Lunar Domain and its New Lunar Republic shall have the right to determine the minimum ages of consent for sexual activities, the ages of alcohol use, the ages of recreational drug use, the ages of driving, and the ages of marriage.
Mandate VIII - Be it enacted that all states of The Lunar Domain and its New Lunar Republic shall have the right to determine the legality of the use of marijuana.
Mandate IX - Be it enacted that all states of The Lunar Domain and its New Lunar Republic shall have the right to set, determine, manage, administer, and standardize education and its curriculum within their state.
ARTICLE II - THE GOVERNMENT OF THE REPUBLIC
Mandate I - Be it enacted that The Lunar Domain and its New Lunar Republic recognize a year of operation for the federal government as starting on the day of the Second of April, and ending on the First of April.
Mandate II - Be it enacted that all civil officers of The Lunar Domain and its New Lunar Republic, except The Princess of The Lunar Domain, may be removed from their office upon impeachment, or conviction of treason, bribery, or other high crimes and misdemeanors.
Mandate III - Be it enacted that all civil officers of The Lunar Domain and its New Lunar Republic shall not bear any titles of rank, nobility, or otherwise from any other nation.
Mandate IV - Be it enacted that all civil officers of The Lunar Domain and its New Lunar Republic shall be bound in their office to an oath sworn upon their entry.
SUB-ARTICLE I - THE MAJOR LEGISLATIVE BODY AND ITS POWERS ACCORDED
Mandate I - Be it enacted that a national legislative body, The Lunar Parliament, be created.
Mandate II - Be it enacted that all legislative powers, barring those held by The Office of The Princess of The Lunar Domain, be provided to The Lunar Parliament.
Mandate III - Be it enacted that The Lunar Parliament shall be composed of five hundred Representatives, representing each state and the interest of its peoples. These Representatives shall be elected by a majority vote of the peoples of a state, and shall have met the basic requirements of their state’s legislature.
Mandate IV - Be it enacted that all Representatives of The Lunar Parliament shall be elected for a five-year term, and all Representatives shall be divided into five divisions, with one division being elected during a particular year.
Mandate V - Be it enacted that any Representative serving within The Lunar Parliament must be at minimum nineteen years of age, have been a citizen of The Lunar Domain and its New Lunar Republic for a minimum of seven years, and must be a citizen of the state in which they are elected.
Mandate VI - Be it enacted that all Representatives of The Lunar Parliament shall receive a wage for their term, the amount determined by legislation, paid by The Treasury of The Lunar Domain.
Mandate VII - Be it enacted that all Representatives of The Lunar Parliament shall not hold any other governmental office during their term as representative.
Mandate VIII - Be it enacted that The Lunar Parliament shall have the legislative powers to create laws that shall benefit The Lunar Domain and its New Lunar Republic, and that ensure the life, liberty, and prosperity of its citizens.
Mandate IX - Be it enacted that The Lunar Parliament may give all states of The Lunar Domain and its New Lunar Republic who request it, protection against excessive domestic violence through the armed forces of The Lunar Domain, approved by a majority vote of The Lunar Parliament.
Mandate X - Be it enacted that The Lunar Parliament shall have the legislative powers to declare war on another nation that endangers The Lunar Domain and its New Lunar Republic, and the life, liberty, and prosperity of its citizens. War may only be declared by a majority votes of two-thirds in favor.
Mandate XI - Be it enacted that The Lunar Parliament shall have power to legislate a bill, which after a majority vote of in favor, shall be sent to The Prime Minister of The Lunar Domain. If the bill is approved by The Prime Minister, the bill shall become law; if vetoed it shall not. In the event that a response is not received within ten days, the law shall be passed. In the event of a vetoed bill, the law may still be passed by a majority vote of two-thirds in favor.
Mandate XII - Be it enacted that The Lunar Parliament hold session throughout the year, meeting Monday through Friday of any given week, only meeting in The Lunar Parliamentary Building in the Midnight Court Federal District.
Mandate XIII - Be it enacted that The Lunar Parliament may adjourn for no more than three days at any given time, and must be supported by a fifty-one percent vote of the Parliament.
Mandate XIV - Be it enacted that The Lunar Parliament may adjourn for no more than twenty-five instances during the year.
Mandate XV - Be it enacted that each state send a number of representatives proportional to the percentage of the national population it represents. This proportion will be five representatives per one percent, or one representative per fifth of a percent. All states will have a minimum of twelve representatives to The Lunar Parliament.
Mandate XVI - Be it enacted that The Lunar Parliament shall have the power to eject and impeach an incumbent Prime Minister of The Lunar Domain by a majority vote of two-thirds in favor.
Mandate XVII - Be it enacted that The Lunar Parliament shall elect an Executive Representative of The Lunar Parliament at the beginning of every federal year by majority vote, who shall speak on the behalf of the Parliament to other governmental bodies, both domestic and foreign, and preside over sessions of The Lunar Parliament, determining the rules of proceedings, reprimanding disorderly or otherwise inappropriate behavior, and may call for a vote to expel a representative, which shall occur by a two-thirds majority vote of The Lunar Parliament.
Mandate XVIII - Be it enacted that The Lunar Parliament shall keep a complete record of its sessions, which shall be published in full on the dates of the Second of April and the Second of October. Sections of the record may be censored if the proceedings are deemed to require secrecy by a fifty-one percent vote of the Parliament. The record may not include the votes cast by any Representative, unless a vote of at least fifteen percent in favor occurs.
Mandate XIX - Be it enacted that if a Representative of The Lunar Parliament is incapacitated, or is otherwise unfit to serve, an election shall be held in the representative’s state for a replacement.
Mandate XX - Be it enacted that if a Representative of The Lunar Parliament does not attend session for more than twenty-one days in a given federal year, they shall be deemed unfit to serve and appropriate action shall occur. Days absent to session may not be counted if the Representative has a familial emergency, or other extraneous situation as determined by The Executive Representative of The Lunar Parliament.
Mandate XXI - Be it enacted that in the case the Executive Representative of The Lunar Parliament exceeds twenty-one days of absence, is incapacitated, succeeds The Vice Minister of The Lunar Domain in their duties, or is otherwise unfit to serve, the Representative who received the second most votes in the previous Parliament election for Executive Representative of The Lunar Domain shall take his place for the rest of the federal year. In the case that there is more than one representative who received the second most votes, there shall be a vote of Parliament to determine the replacement. Days of absence may not be counted if the Executive Representative of The Lunar Parliament has a familial emergency, or other extraneous situation as determined by The Prime Minister of The Lunar Domain.
Mandate XXII - Be it enacted that The Lunar Parliament shall have the power to approve or disprove the nominations of ambassadors, heads of government, or promotion of officers in the military forces of The Lunar Domain and its New Lunar Republic as chosen by The Prime Minister of The Lunar Domain, supported by a majority vote of fifty-two percent in favor.
Mandate XXIII - Be it enacted that The Lunar Parliament shall have the power to amend The Lunar Charter by a majority vote of two-thirds by The Lunar Parliament, and a support of all state legislatures of The Lunar Domain and its New Lunar Republic by three quarters in favor.
SUB-ARTICLE II - THE MINOR LEGISLATIVE BODY AND ITS POWERS ACCORDED
Mandate I - Be it enacted that the former Royal Castle of Canterlot be placed under the control of The Lunar Domain and its New Lunar Republic as the Midnight Palace.
Mandate II - Be it enacted that a national legislative body, The Office of The Princess of The Lunar Domain, be established.
Mandate III - Be it enacted that The Office of The Princess of The Lunar Domain be permanently led by The Princess of The Lunar Domain, who shall be Princess Luna, former Princess of The Principality of Equestria.
Mandate IV - Be it enacted that The Office of The Princess of The Lunar Domain shall not have the power to create or pass legislation.
Mandate V - Be it enacted that The Office of The Princess of The Lunar Domain shall be based out of and operate from the Midnight Palace in the Midnight Court Federal District.
Mandate VI - Be it enacted that The Office of The Princess of The Lunar Domain be open to the general public during the hours of 8:00 AM to 8:00 PM.
Mandate VII - Be it enacted that all employees of The Office of The Princess of The Lunar Domain shall receive wages, the amount determined by law, paid by The Treasury of The Lunar Domain.
Mandate VIII - Be it enacted that The Office of The Princess of The Lunar Domain may receive, review, and either approve or deny an individual request for temporary federal law exemption, postponement, or decrease in cases such as inability to pay annual tax, or any other case in which the life, liberty, or prosperity of a citizen may be impeded by federal law.
Mandate IX - Be it enacted that The Office of The Princess of The Lunar Domain shall provide an annual report of approved exemptions or similar actions to The Lunar Parliament, with the names of those approved kept anonymous.
Mandate X - Be it enacted that The Office of The Princess of The Lunar Domain shall hold responsibility for the raising of the sun and moon for Equestrian Subspace daily.
Mandate XI - Be it enacted that The Office of The Princess of The Lunar Domain may have its powers revoked by a majority vote of two-thirds in favor in The Lunar Parliament that concludes The Office of The Princess of The Lunar Domain is no longer working towards the interests of the people.
Mandate XII - Be it enacted that The Office of The Princess of The Lunar Domain shall immediately have its powers revoked in the event of a refusal to raise or lower the sun or moon, and The Princess of The Lunar Domain shall be arrested if possible; in the event arrest is not feasible, lethal action shall be permitted.
Mandate XIII - Be it enacted that The Office of The Princess of The Lunar Domain have its powers restored, in the event its powers are revoked, by The Prime Minister of The Lunar Domain succeeding the previous Prime Minister of The Lunar Domain under which The Office of The Princess of The Lunar Domain had its powers revoked.
Mandate XIV - Be it enacted that The Prime Minister of The Lunar Domain who restores The Office of The Princess of The Lunar Domain may not be the same person serving as The Prime Minister of The Lunar Domain when The Office of The Princess of The Lunar Domain had its powers revoked, even if the event in question occurred during a previous term as The Prime Minister of The Lunar Domain.
Mandate XV - Be it enacted that The Princess of The Lunar Domain shall be recognized as the official leader of The Lunar Domain and its New Lunar Republic, but shall not serve in such role, according all executive powers to The Prime Minister of The Lunar Domain.
SUBARTICLE III - THE EXECUTIVE BODY AND ITS POWERS ACCORDED
Mandate I - Be it enacted that all executive powers over The Lunar Domain and its New Lunar Republic be vested in a Prime Minister of The Lunar Domain, who shall be elected, along with a Vice Minister of The Lunar Domain, by a majority vote of the peoples.
Mandate II - Be it enacted that a term for The Prime Minister of The Lunar Domain shall be considered a period of six years as extrapolated from the dates of the Second of April in the year 2602 to the Second of April in the year of 2608, from the dates of the Second of April in the year of 2608 to the Second of April in the year of 2614, and so on.
Mandate III - Be it enacted that the election held for determining The Prime Minister of The Lunar Domain be held on the second Thursday of January in the year in which a term ends and a new one begins.
Mandate IV - Be it enacted that The Prime Minister of The Lunar Domain must be at minimum twenty-one years of age on the date of their election. The Prime Minister must also be a naturalized citizen of The Lunar Domain and its New Lunar Republic for a minimum of fourteen years prior to their election.
Mandate V - Be it enacted that The Prime Minister of The Lunar Domain shall reside and operate from the Midnight Court Federal District for the duration of their term.
Mandate VI - Be it enacted that in the event that The Prime Minister of The Lunar Domain is incapacitated, resigning their duties, or is otherwise unfit to serve, they shall be relieved of their duties as Prime Minister of The Lunar Domain until they have recovered or the term ends, which shall be taken on by The Vice Minister of The Lunar Domain for the rest of the term. In the event that The Vice Minister of The Lunar Domain is incapacitated, resigning their temporary duties as Prime Minister of The Lunar Domain, or is otherwise unfit to serve, they shall be relieved of their duties as Prime Minister of The Lunar Domain, which shall be taken on by The Executive Representative of The Lunar Parliament for the rest of the term. In the event that The Executive Representative of The Lunar Parliament is incapacitated, resigning their duties, or is otherwise unfit to serve, they shall be relieved of their temporary duties as Prime Minister of The Lunar Domain, which shall be taken on by The Princess of The Lunar Domain for the rests of the term.
Mandate VII - Be it enacted that The Prime Minister of The Lunar Domain shall receive a wage for their term, the amount determined by legislation, paid by The Treasury of The Lunar Domain.
Mandate VIII - Be it enacted that The Prime Minister of The Lunar Domain shall not take on their duties until sworn in by The Princess of The Lunar Domain on the Second of April at the beginning of a term; The Prime Minister of The Lunar Domain must give the Oath: “I, (Name), do solemnly swear, that I shall truthfully execute my duties as The Prime Minister of The Lunar Domain, that I shall to the best of my ability defend, preserve, and protect the life, liberty, and prosperity of the peoples of The Lunar Domain and its New Lunar Republic.”
Mandate IX - Be it enacted that The Prime Minister of The Lunar Domain shall be considered the Commanding Officer of all the military forces that The Lunar Domain and its New Lunar Republic does possess, being subordinate to no officer.
Mandate X - Be it enacted that The Prime Minister of The Lunar Domain shall have the power to grant pardon and reprieve to those who have violated the federal laws of The Lunar Domain and its New Lunar Republic, except in the cases of impeachment.
Mandate XI - Be it enacted that The Prime Minister of The Lunar Domain may request opinion of any civil officer on any subject relating to their office’s duties.
Mandate XII - Be it enacted that all civil officers serving as heads of their respective government agencies shall serve as advisor and counsel to The Prime Minister of The Lunar Domain.
Mandate XIII - Be it enacted that The Prime Minister of The Lunar Domain shall have to power to make treaties with other nations, with the support of a majority vote of two-thirds in favor in The Lunar Parliament.
Mandate XIV - Be it enacted that The Prime Minister of The Lunar Domain shall have the power to nominate ambassadors, judges of The Federal Court of The Lunar Domain, civil officers as head of their government agency, and promote officers of the military forces of The Lunar Domain and its New Lunar Republic, which shall then either be approved by a majority vote in favor or not by The Lunar Parliament.
Mandate XV - Be it enacted that The Prime Minister of The Lunar Domain shall on a monthly basis properly brief The Princess of The Lunar Domain on the State of The Republic, who shall then publicly address the nation on the State of The Republic.
Mandate XVI - Be it enacted that The Prime Minister of The Lunar Domain may assess and excuse days of absence due to extraneous situation held by The Executive Representative of The Lunar Parliament, or any judges of The Federal Court of The Lunar Domain.
Mandate XVII - Be it enacted that The Prime Minister of The Lunar Domain shall receive ambassadors and other civil officers of other nations.
Mandate XVIII - Be it enacted that The Prime Minister of The Lunar Domain shall have the power to make Executive Orders in order to further protect The Lunar Domain and its New Lunar Republic, and the life, liberty, and prosperity of its people. Executive Orders shall not supersede the outlines of this Charter, nor impose upon the life, liberty, and prosperity of The Lunar Domain and its New Lunar Republic.
Mandate XIX - Be it enacted that The Prime Minister of The Lunar Domain may issue through their Executive Orders protection against excessive domestic violence through the armed forces of The Lunar Domain in any state that has requested it, and has not been approved by The Lunar Parliament within two weeks after the request has been received.
Mandate XX - Be it enacted that the person elected as The Prime Minister of The Lunar Domain may serve no more than three terms as Prime Minister in their life.
SUB-ARTICLE IV - THE JUDICIARY BRANCH AND ITS POWERS ACCORDED
Mandate I - Be it enacted that a Federal Court of The Lunar Domain be established, composed of fifteen judges.
Mandate II - Be it enacted that The Federal Court of The Lunar Domain preside over and hear all crimes committed against the federal government, and issue a just and fair sentence.
Mandate III - Be it enacted that the judges of The Federal Court of The Lunar Domain shall serve as both judge and jury in all cases that are heard by The Court.
Mandate IV - Be it enacted that all judges of The Federal Court of The Lunar Domain shall be appointed to a six-year term by The Prime Minister of The Lunar Domain, which is subsequently approved by a majority vote in favor in The Lunar Parliament.
Mandate V - Be it enacted that all judges of The Federal Court of The Lunar Domain must be at minimum twenty-four years of age, have been a citizen of The Lunar Domain and its New Lunar Republic for at least eleven years, and have served as a judge in any State of The Lunar Domain for at least three years.
Mandate VI - Be it enacted that all employees of The Federal Court of The Lunar Domain shall receive wages for the duration of their term, the amount determined by legislation, paid by The Treasury of The Lunar Domain.
Mandate VII - Be it enacted that The Federal Court of The Lunar Domain shall preside over and hear all issues of controversy between two or more States of The Lunar Domain, between a state and citizens of another state, between citizens of different states, between citizens of different states claiming land under the authority of their state, and between a state and its citizens and foreign nations.
Mandate VIII - Be it enacted that The Federal Court of The Lunar Domain shall hold its sessions in every week of a given year, on the days of Monday through Friday.
Mandate IX - Be it enacted that all judges of The Federal Court of The Lunar Domain may be absent from session for no more than twenty-one days of any given federal year; if the amount of days are succeeded, a new judge shall be appointed.
Mandate X - Be it enacted that all judges of The Federal Court of The Lunar Domain may have days absent excused due to familial emergency, or other extraneous situation as determined by The Prime Minister of The Lunar Domain.
SUB-ARTICLE V - THE MINISTRIES AND THEIR POWERS ACCORDED
Mandate I - Be it enacted that Ministries of The Lunar Domain be formed, their organizations administering their respective duties of the government.
Mandate II - Be it enacted that the heads of the Ministries of The Lunar Domain be appointed by the Prime Minister of The Lunar Domain, and be approved by majority vote in favor of The Lunar Parliament.
Mandate III - Be it enacted that all employees of the Ministries of The Lunar Domain shall receive wages, the amount determined by legislation, paid by The Treasury of The Lunar Domain.
Mandate IV - Be it enacted that a Treasury of The Lunar Domain be formed, its purpose to handle the national treasury, printing and minting the Lunar Credit, and to provide funding to other branches of the national government.
Mandate V - Be it enacted that a Ministry of Defense be formed, its purpose to create, organize, administer, and handle the armed forces of The Lunar Domain and its New Lunar Republic in its defense, to provide assistance to veterans of the armed forces, and to maintain homeland security against threats through civilian organizations.
Mandate VI - Be it enacted that a Ministry of the Environment be formed, its purpose to handle the management and dispensing of the weather for all states and territories of The Lunar Domain and its New Lunar Republic, and to assist in the management of the preservation of the environment, the protection of biodiversity, to ensure and preserve the conservation of energy, and to assist in the industry of agriculture.
Mandate VII - Be it enacted that a Ministry of Public Welfare be formed, its purpose to handle the management and assistance of the least fortunate citizens of The Lunar Domain and its New Lunar Republic, to provide them welfare, health care, and assistance in pursuing a career, to determine and enforce occupational safety, to establish a minimum wage and standard hours, and to fund and administer the creation of public infrastructure.
Mandate VIII - Be it enacted that a Ministry of Education be formed, its purpose to determine the national standards and benchmarks of public education, assist in the management, administration, and standardization of public primary and secondary schooling throughout the states of The Lunar Domain and its New Lunar Republic, to handle the management, administration, and standardization of federal universities and colleges, and to fund public primary schools, secondary schools, universities and colleges.
Mandate IX - Be it enacted that a Ministry of Justice be formed, its purpose to enforce the law and administration of justice throughout The Lunar Domain and its New Lunar Republic.
Mandate X - Be it enacted that a Ministry of Foreign Relations be formed, its purpose to represent The Lunar Domain and its New Lunar Republic in international relations through diplomacy whenever possible, and to manage the naturalization and integration of immigrants.
ARTICLE III - THE CITIZENS OF THE REPUBLIC
SUB-ARTICLE I - THE QUALIFICATIONS OF A CITIZEN
Mandate I - Be it enacted that all persons in any state or territory of The Lunar Domain and its New Lunar Republic on the date of the Second of April in the year 2602 be granted full citizenship if they are of the age of eighteen or greater; if a person is of the age of seventeen or lesser, they shall be granted minor citizenship.
Mandate II - Be it enacted that all natural born persons of the age eighteen or greater shall be considered full citizens in any state or territory of The Lunar Domain and its New Lunar Republic; all natural born citizens and immigrants of the age seventeen or lesser will be considered minor citizens.
Mandate III - Be it enacted that all persons in any state or territory of The Lunar Domain and its New Lunar Republic who were not born in the nation, nor spent at least the last month of their first two years of life, shall be allowed to become a citizen through the process of naturalization.
Mandate IV - Be it enacted that all minor citizens in any state or territory of The Lunar Domain and its New Lunar Republic be granted all rights and responsibilities accorded to them in this Charter, except the right to vote, the right to join the armed forces, the responsibility of paying taxes, the right to work for any federal governmental body, the right to work for any governmental body of the state in which they reside, and the right to full trial and jury, which shall instead be replaced by a court for the minors, with their welfare and rehabilitation being of much more precedence.
Mandate V - Be it enacted that all full citizens in any state or territory of The Lunar Domain and its New Lunar Republic be granted all rights and responsibilities accorded to them in this Charter, and be treated equally as such, regardless of race, sex, species, color, sexual or romantic orientation, national origin, ancestry, pregnancy, creed, religious affiliation, political affiliation, marital or parental status, occupation, employment history, talent, amount of money held. property owned, retirement status, place of birth, place of residence, level of education, place of education, degree, intelligence, age, personality, disability of the mind or body, social class, taxes paid, exemptions granted, postponements granted, decreases granted, or income.
Mandate VI - Be it enacted that all citizens in any state or territory of The Lunar Domain and its New Lunar Republic that have been convicted of a felony by a court of law shall have their rights revoked for the duration of their sentence, except for the right to vote; the right to free speech; the right to religious freedom; the right to a fair, fast, and public trial by a jury of their peers; the right to an indictment or verdict by a jury of their peers; the right to not have more than one trial for a crime; the right to not be tortured; the right to marriage; and the right to a lawyer at their behest.
Mandate VII - Be it enacted that all citizens who have been previously convicted of a violent or similar felony in The Lunar Domain and its New Lunar Republic shall have their right to bear arms revoked permanently.
SUB-ARTICLE II - THE DUTIES OF A CITIZEN
Mandate I - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall pay an annual tax to the national government on time and in full, the amount determined by legislation, unless they have received a grant of exemption, decrease or postponement from The Office of The Princess of The Lunar Domain.
SUB-ARTICLE III - THE RIGHTS OF A CITIZEN
Mandate I - Be it enacted that all rights accorded to the citizens of The Lunar Domain and its New Lunar Republic in this Charter shall be considered guaranteed, and as such will not be impeded or taken away. In the case of imprisonment, the citizen during their sentence shall have all rights revoked except for the right to vote; the right to free speech; the right to religious freedom; the right to a fair, fast, and public trial by a jury of their peers; the right to an indictment or verdict by a jury of their peers; the right to have not more than one trial for a crime; the right to not be tortured; the right to marriage; and the right to a lawyer at their behest. In the case of conviction of a violent felony, the citizen shall have their right to bear arms revoked permanently.
Mandate II - Be it enacted that all powers not accorded in this Charter to the national government, or prohibited to the states of The Lunar Domain and its New Lunar Republic, shall be accorded to the states and its people respectively. No law shall be passed that impedes upon this right.
Mandate III - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to vote in public elections, either national or state, regardless of race, sex, species, color, sexual or romantic orientation, national origin, ancestry, pregnancy, creed, religious affiliation, political affiliation, marital or parental status, occupation, employment history, talent, amount of money held. property owned, retirement status, place of birth, place of residence, level of education, place of education, degree, intelligence, age, personality, disability of the mind or body, social class, taxes paid, exemptions granted, postponements granted, decreases granted, or income. No tax or fee that is prerequisite to voting shall be established, and no law shall be passed that impedes upon this right.
Mandate IV - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to freedom of speech, and shall have no law passed that will impede upon this right.
Mandate V - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to freedom of religion and its practice, and shall have no law passed that will officially establish a national religion, nor shall impede upon the freedom to practice it.
Mandate VI - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to the freedom of the press, unless serving an imprisonment sentence, and shall have no law passed that impedes upon this right.
Mandate VII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to peacefully protest any issue of controversy, and no law shall be passed that impedes upon this right.
Mandate VIII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to bear weapons which are below the grade that is used by the armed forces, unless convicted of a violent or similar felony upon which the right shall be revoked, and shall have no law passed that impedes upon this right.
Mandate IX - Be it enacted all citizens of The Lunar Domain and its New Lunar Republic shall have the right to form a state-regulated militia in order to maintain the security and freedom of its state, and shall have no law passed that impedes upon this right.
Mandate X - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to choose whether to allow soldiers of the armed forces to take up residence within their home, even in times of war, and shall have no law passed that impedes upon this right.
Mandate XI - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to be secure against searches and seizures without warrant on their person, property, documents, or other effects. Searches on such things must first obtain a warrant of probable cause, supported by a judge of the law, which clearly defines the place, person, or things that shall be searched or seized. No law shall be passed that impedes upon this right.
Mandate XII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to not be punished, or otherwise deprived of life, liberty, and prosperity, for a crime or offence without the unanimous indictment or verdict by a jury of their fellow citizens. Except in cases of serving in the armed forces, militia, or in military service during times of war or public emergency, no law shall be passed that impedes upon this right.
Mandate XIII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to a lawyer in a court of law, or case of arrest by law enforcement, and shall not be forced to represent themselves in such instances; if they cannot afford or otherwise obtain a lawyer and their services, they shall be provided one by a court of law. No law shall be passed that impedes upon this right.
Mandate XIV - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to not be tried by a court of law for the same crime or offence more than once, unless there is clear and definitive evidence, such as a confession made by the person, while not under duress or other demand, to confess to the crime or offence, to indicate that the verdict issued is not appropriate, in which case a new trial shall be held that only presents the new evidence. No law shall be passed that impedes upon this right.
Mandate XV - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to a fair, fast, and public trial where they presumed innocent until proven guilty in all prosecutions of crimes, by an impartial jury from the state and district where the crime was committed as ascertained by the law; they shall be informed of the nature and cause of the accusation, to be confronted with witnesses against them, to procure witnesses in their defense, and have a lawyer in their defense. No law shall be passed that impedes upon this right.
Mandate XVI - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to lawfully sue another person, organization, or other body in a court of law; in the case that the issue demands less than fifty Lunar Credits, the trial’s indictment or verdict shall be determined by a judge of the law; in the case that the issue demands fifty or more Lunar Credits, the right to a trial by jury shall be enacted, and the trial’s indictment or verdict shall be determined by such. No law shall be passed that impedes upon this right.
Mandate XVII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to not pay an excessive bail or fine, nor shall be subject to cruel, excessive, or otherwise unusual punishment. No law shall be passed that impedes upon this right.
Mandate XVIII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to choose whether their own private property may be publicly used; if it is approved for public use by the person in question, they shall receive an appropriate compensation. No law shall be passed that impedes upon this right.
Mandate XIX - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to not be subjected to slavery or involuntary servitude, unless serving an imprisonment sentence, and no law shall be passed that impedes upon this right.
Mandate XX - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to not be subjected to torture, or other cruel and degrading treatment or punishment, and no law shall be passed that impedes upon this right.
Mandate XXI - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to engage in marriage with another person, regardless of race, sex, species, color, sexual or romantic orientation, national origin, ancestry, pregnancy, creed, religious affiliation, political affiliation, marital or parental status, occupation, employment history, talent, amount of money held. property owned, retirement status, place of birth, place of residence, level of education, place of education, degree, intelligence, age, personality, disability of the mind or body, social class, taxes paid, exemptions granted, postponements granted, decreases granted, or income. Both spouses must give their free and full consent before the marriage is validated, and no law shall be passed that impedes upon this right.
Mandate XXII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to enlist in the armed forces of The Domain, the branch joined being of their own choice; involuntary conscription shall not occur, even in times of war. No law shall be passed that impedes upon this right.
Mandate XXIII - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to run for a government office, whether national, state, or local in a fair election, and no law shall be passed that impedes upon this right.
Mandate XXIV - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to obtain any form of public welfare, and no law shall be passed that impedes upon this right.
Mandate XXV - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to form employment unions, which shall be recognized by any business or other organization; no law shall be passed that impedes upon this right.
Mandate XXVI - Be it enacted that all citizens of The Lunar Domain and its New Lunar Republic shall have the right to education of all levels, and shall pay no direct fee to public primary and secondary schools, and pay no direct fee to federally-operated universities and colleges. No law shall be passed that impedes upon this right.
CONCLUSION
Be it established that this document, and The Lunar Domain and its New Lunar Republic within, take effect on the Second of April, in the year 2602.
