Chapters Celestia was sitting upon her throne with Luna at her side. They were dealing with the last of their subjects who were having a debate about whether or not the weather pegasi should keep most strom clouds at a distance for as long as possible, or keep them on the current schedule. All though Celestia could hear all that was being said, her mind was on other things.
Luna then took charge and said, "Both of you make fine arguments on the subject. My sister and I know that for some ponies, the storms that do come about from time to time do cause an inconvenience. However, it is beneficial to keeping our city sit as a shining example at how well we maintain the beauty of our fine nation. Another factor that must be considered is that the longer we hold off the storms, the more intensity they will receive and may come to a point where even our weather pegasi will not have the ability to control. We can not simply veer them off course to another town. They have their own schedules that must be maintained and giving them more then their fare share would cause extreme controversy. We apologize, but there is no way to get around this. Even though we have delayed storms before hoof, they were only done because of special circumstances. We cannot delay them for the benefit of a few who wish for more sunny days, and I mean no offense by this."
"I understand your highness. I did not take some of the factors you mentioned into consideration. As much as I would love to see more days with little to no cloud cover, you are right, the storms should come as planned. Thank you for your input your majesty," the pony said.
"Always a pleasure to help our subjects when their minds are troubled," Luna said.
The two ponies who came to give their argument soon bowed and took off to go about their business. After the two royal sisters made it to the family chambers, Luna then looked to her older sister, "Celestia, are you alright?"
"Hm, oh, I am fine Luna," Celestia answered.
"Celestia, I finished a dispute about the weather, you were silent the entire time," Luna pointed out.
"I was certain you could handle the situation on your own little sister," Celestia said to try and cover her tracks.
"Tia, I know when my older sister is trying to keep something to herself. You were never very good at hiding what you felt. Why don't you tell me what is troubling you," Luna suggested.
"I don't know Luna. Honestly, I think you would find it silly of how I am feeling," Celestia said.
"Tell me what you are feeling, I am sure I could offer a suggestion to help you out," Luna said.
"Well.... alright, I guess I need to let it out to somepony, and who better then my own sister," Celestia stated.
"Exactly," Luna joked.
"Hmhm. Alright, as you know, I have been ruling Equestria for a millennium on my own, after your...... time away, and I have watched my subjects grow and prosper through all that time," Celestia started.
"I see, and?" Luna pondered.
"During that time, I've watched as young colts and fillies have grown from cute and playfull little foals to strong, independent and responsible mares and stallions..... most of the time. As I watched, I had thoughts of what it would be like to care for my own little foal. Teach them everything they need to know, starting from their ABC's and 123's to how to care for themselves. But it was only a dream, if you will, that played in the back of my mind. In recent weeks, I have had the feeling of wanting to be a mother more then ever before," Celestia said.
"Well Tia, to tell you the truth, I don't see anything silly about that. I think it's fine that you have this feeling, I'm sure every mare does at one time or another. If anything, I'll probably have that feeling sometime down the road sister," Luna said.
"Gosh Luna, for somepony who just got back from the moon not even six months ago, you sure seem to know how to see the logic of the conversation," Celestia teased.
"Hey, even though my dark form had control all that time on the moon, there was still a part of me that thought about all I had done, and how to make it right should I ever escape the hold the darkness had on me. Thanks to your star student and her friends, I was given that chance and I am very grateful for that," Luna admitted.
"I know how hard it has been for you sister and I hope that in time you will recover from whatever guilt you may feel. Trust me, it took a while to cope with my own. But back to the matter at hoof, I don't know what to do to help this feeling go away," Celestia said.
"Have you considered adoption?" Luna asked.
"I have, but surprisingly, all orphanages are empty as of recent. Plus, I have a feeling that I might go a little overboard and adopt every filly and colt there," Celesita said.
"That does pose an obstacle. Unless... oh no, no, that's ridiculous," Luna told herself.
"What is it Luna?" Celestia inquired.
"Nothing, forget I ever thought it Tia," Luna pleaded.
"Luna," Celestia said with aggression.
Luna sighed, "I remember reading a book in out private area of the library about, well, changing ones age. Now I know that's something that we haven't done in over 1000 years, even close to 1600 years as it is. Now, for most, it's very complicated to perform such a spell, but of course for alicorns, it is relatively easy. It just crossed my mind that maybe you could use the spell on somepony."
"And who would be the pony I would use it on? You?" Celestia retorted.
"As much as I might want to relive my foalhood days again, I think you have ruled the kingdom solo and raised both the sun and moon far more than you should have. Who you would use it on is something you would have to decide on your own, but you can't choose me," Luna said.
"I don't think," Celestia was cut off as another familiar voice interjected.
"I think Luna states a promising suggestion Tia," said the gentle but powerful voice of their mother, Solaria.
"Mother, your actually alright with this being done?" Celestia asked.
"Yes, of course, a few other spells would have to be cast so that no pony would start to worry about the pony in question. We would have to make sure that the family and friends of the said pony would not even notice he or she is gone. A temporary and very complicated memory pull if you will. They'd remember everything that has happened, but the presence of said pony in those memories will be null and void. Another spell that would come into play is we would have to make everypony think that the pony you are taking care of is infact your own foal, so no one will have any suspicions of your actions," Solaria said.
"Your making this sound a tad bit dark mother," Celestia said.
"I know, but remember, this is to help you fulfill that feeling of being a mother to somepony. And it's only temporary," Solaria said.
"What about the pony in question, will they have to have a memory wipe or pull or something of all their memories?" Celestia asked.
"That's the beauty of the regression spell. While they are fully aware of what is going on, their memories as an older pony are locked away until further notice, and they react the way any foal would. Wanting to be held, fed, and comforted. As a bonus, with this particular spell, for how long you want the spell to last, the pony in question will see you as their parent, in this case their mother," Luna said.
"See it all works out," Solaria said.
"Okay, but I still have one major snag, who will be the pony that I regress to be my foal. I have to let them know, because I don't want to force them to do this. I definitely won't choose Blueblood. As much as I care about him, he was a lot to handle as a foal. Don't believe me ask his parents. I can't go and ask Cadence if she'd be willing, she'd be more willing to be the caretaker then the foal," Celestia said.
"Well, as Luna said, it's for you to decide, if you do decide to do this," Celestia and Luna's father Artemis says as he enters the conversation.
"I'll think about what to do, but right now, I must make for the train station. My faithful student Twilight is on her way here and I am sure she has a lot she wants to fill me in on the lessons she has learned that I didn't receive in her letters," Celestia said.
"Well, take your time dear, I am sure you will think of something," Solaria said.
Celestia nodded and soon made her way out of the chambers and into her carriage as she headed for Canterlot Station. She was relieved to let others know of her little dilemma of wanting to be a mother to someone. To keep it bottled up inside had been torture for her, and now her family knew, well, aside from Cadence and Blueblood. Perhaps some time with her student would help to clear her head. She always loved to listen to what new discoveries Twilight had come to find out. her stories would range from what she learned about the stars to old pony tales that were as real as the tale about the Mare in the Moon. She never really admitted it openly, but Twilight sometimes felt like the daughter she never had.
Soon Celestia's carriage came to a stop and she soon made her way to the platform where her student would be arriving. She wondered what Twilight would tell her about this time, perhaps what other lessons she had learned in friendship, or maybe a mystery about the Everfree Forest. Maybe she discovered the secret to making the Zap Apples that always were turned into delicious and zesty jams, juices, deserts and so on. Whatever the case may be Celestia was more then willing to listen, but her mind still lingered on wanting to be a mother. Finally, the train had arrived and came to a halt. As the doors opened, Celestia was greeted by the lavender unicorn with a pink stripe in her mane who meant a great deal to her. "Hello again my faithful student," Celestia said.

NM: Oh no, it's them. The Viking ponies have found my lair. Must dash. *Zooms off.*
Deep voice: There he goes! After him! Celestia demands he be returned to Equestria at once!
NM: You'll never catch me Ragnar. I have the eyes of hawk. *flies into a sail.* oof.
Ragnar: Well, looks like I win this round young pegasus.
NM: Oh frostbite. *knocked out.*
Ragnar: Back to Canterlot. *The viking ponies set sail.*
After Twilight greeted her teacher, she started to go on about all the amazing things she learned in Ponyville, even if it didn't involve learning about friendship. Celestia loved hearing her stories, but now the thought being a mother was back on her mind. Twilight didn't take notice for a while until Celestia didn't answer a question she had asked.
"Um, Princess Celestia?" Twilight said as she snapped her teacher's mind back to reality.
"Oh, I'm sorry Twilight. I got sidetracked, what was the question?" Celestia asked.
"I asked, do you think that we should possibly instruct at least a small group of ponies to learn more about Equestria's past? I'm sure there are some who are interested," Twilight suggested.
"Hmm. That's actually not a bad idea at all. I'm sure that many would be interested about Equestria's past. And it might clear up a few loop holes that our subjects keep asking me about, such as my family lineage for starters," Celesita said, trying not to worry her favorite student.
"Are you feeling alright you majesty? You seem to be a little distracted by something," Twilight said.
"Hmhm, I guess it's more obvious then I realize. I suppose I should say there has been something bothering me," Celestia admitted.
"Well, what seems to be the trouble your highness?" Twilight asked.
"It's nothing of significant importance to the kingdoms well being, it's more of a personal problem really," Celestia answered, hoping her student wouldn't poke further at the question.
She wasn't so lucky as Twilight said, "Well, I am your student and I hate to see my mentor feeling troubled."
"Alright, I guess there's no reason to keep it secret from you, but, why don't we wait til we're back on castle grounds. I do not want the whole kingdom to worry about me," Celestia pointed out.
Twilight nodded and they trotted to the castle. They greeted Twilight's parents along the way, as well as Pony Joe, and some other acquaintances of Twilight's, plus some of the other mares and stallions that had been and were still attending Celestia's school. Soon they made it to the royal gardens, where some of the castle staff were trimming up the place to make sure it all looked pristine.
"Now to help you understand what's been troubling me let me start from the beginning. I have been ruling Equestria for many centuries, far over 1000 years. Since that time that I have been one of it's rulers, I have watched as my subjects flourished, growing from cute innocent little foals, both colt and filly, to fine Stallions and Mares. As all that time went on, I've often been watching as those families grew, and... it made me start to gain this wanting of being a mother to somepony. I know it sounds silly, since I am looking out for all my subjects," Celestia said.
"That doesn't sound silly at all your majesty. I'd be surprised if you didn't feel like you should be a mother. I think you would make a fine one, Princess Celestia," Twilight said.
This surprised Celestia that her student would compliment her in such a manner. "I'm flattered Twilight," She stated.
"No, I mean it you highness. Any pony alive today would be lucky to have a mother like you," Twilight said.
Celestia didn't know what to think. Here, her student, her personal protege' was telling her she would be an excellent mother. Then she smiled, "I suppose you're right Twilight, I mean, I would always love to have a child. Spoil them a bit, but teach them to be a decent pony as they grow up. I suppose more then anything, it's when their a foal is when I would want to start taking care of them. I always had a certain urge to play little games with foals like pick-a-boo and such, just to get that cute little giggle and smile from them. I never did it to any of my subjects foals, for one, I am the face of the nation, and I don't think most ponies would smile kindly on a princess who acts silly around foals, plus, I have a feeling some parents might find it a bit unnerving that their princess would act in such a way around their foals. So all I ever did was keep my composure, only giving a simple smile and an occasional brush of the mane when the parents allowed it. I even got one foal grabbing my hoof once and the parents felt so embarrassed their little one did such a thing in front of their ruler."
"I see," Twilight said, seeing where her ruler and mentor was coming from.
"I suppose as of recent, I've wanted more then ever to be a mother. I had considered adoption for starters, since as of now, I have found no mate I approve of, and so far, all stallions who have tried to woe me were no more then selfish nobles who wanted to gain a better position in the political and social areas. Honestly, they think I'm blind to their tricks, but I have been around longer then they have to know what they are trying to do," Celestia said.
"I can understand adoption, so why haven't you, if you you don't mind me asking your highness?" Twilight asked.
"Twilight, I've told you that you can address me as Celestia when no other nobles or ponies outside the castle grounds are about. Now to answer your question, it's the fact that all orphanages within the area are empty. I have heard some are having new arrivals transported in soon, but none have orphans up for adoption at this point. And I cannot simply take off to other areas of the kingdom whenever I feel the need to, I have to let my subjects know where I will be so they won't worry. It did come to my attention recently that my sister Luna had a possible suggestion," Celestia said.
"Oh, and what was that Celestia?" Twilight asked.
"Well, I'm sure your familiar with age changing spells, am I right?" Celestia asked.
"Yes, but only the most high level unicorns can perform those kinds of spells, and, well in your case it would be easy, since your alic-, wait are you suggesting you wish to use an age changing spell on someone?!" Twilight asked alarmed.
"Clam down, calm down Twilight. Now I was only taking that one into consideration. And further more, if I chose to perform this on any pony, I would only do it by their complete consent and it would only be temporary. I would never force that on somepony... well, not if they were an upstanding citizen, though that might come in handy for a few troublemakers in our kingdom," Celestia said.
"Huh, guess I can't argue there. But are you honestly thinking about asking someone who is willing to, to have their age change to that of a foal?" Twilight asked.
"Well, yes, although, I can think of very few that would be wanting to do such a thing," Celestia said as she hung her head.
There was a silence for a bit before Twilight came and said randomly, "I think I'll do it."
This made Celestia's head shoot up in surprise. Had she just heard her student correctly. "I-I'm sorry, what was that Twilight?" She asked, wondering if she had just heard a voice in her head.
"I said that I'll be your foal. I mean, in all honesty, from the day I became your student, well, you've been like a second mother to me. Even my own mother thinks that you act like a mother to me, and she and my father actually are okay with that. I'm sure if I write them a letter about this, they'll understand and more then happily allow it. I mean it is only temporary right?" Twilight asked.
"Well I... Yes, yes it is, but do really feel that is wise to let your parents know," Celestia asked.
"I might be asking myself that if it hadn't been for that one time I came home and my mother had been worried sick since I hadn't let her know what happened in the Everfree forest that one time," Twilight said.
Celestia knew which event she was talking about and it made sense now of why she needed to do this. "I suppose it's better not to stop you then. But what about Spike?" Celesita asked, though she had a thought of what might happen once this spell she had in mind was cast.
"He'll be alright, my friends are looking after him for a bit while I am gone," Twilight said.
"Well, that is good to know," Celestia sighed in relief.
Twilight soon pulled out a parchment and quill she had brought with her and sent the letter off to her mother after she was done. The letter was answered faster then she thought it would have as her parents gave the okay, and even purposed to drop by to see their daughter in her foal from again. This had provided Celestia an idea. It was a bit unethical, but, she hoped her family would agree. When they reached the family she first talked to them in private about what she was planning to do, then they had revealed to her that Luna had read more on the spell, and that when it was cast, not only did it effect the mind of the pony in question, it basically altered all minds temporarily if the spell was only use temporarily. Only the one who cast the spell would be fully aware of everything that had happened before the spell. They all agreed to go with Celestia on what she had planned to do.
Now, she had told Twilight that her memories of her life would be stored away until further notice, and Twilight felt that was better, since it would probably make the whole experience feel odd if she had her adult mind in tact. After everypony agreed to what was about to happen, Celestia cast the spell after thoroughly reading the instructions. A bright light then engulfed the room as Celestia cast her series of spells needed for this.

Please note that I am going to have Celestia in a three way relationship with the sparkle parent, so, I apologize if people are uncomfortable about Velvet and Celestia being bi.
As Celestia raised her beautiful sun and Luna lowered her magnificent moon, she felt so content, as she heard a little filly begin to stir. She smiled and quietly trotted over to the waking foal. She soon looked down in the crib that had a tiny lavender foal laying inside it. She watched as the little filly rubbed her eyes awake. "Good morning my little one," Celestia said.
Twilight, now a foal, looked up at her mother and gurgled happily. A few things that had become unique about the situation was that Twilight now had wings and a horn, so now, everypony aside from Celestia, always saw her as an alicorn, well, Celestia's mother knew too after they read a little further, and said it required two for the spell to work.
Another thing they made unique was that Velvet Sparkle was now seen as her second mother, and Nightlight Sparkle was still the father, and that it had taken all three of them to make Twilight existence possible. While the nobles had not seen many three way bi-relationships with ponies, they were not dismissive of the idea, such with the case of Velvet and Celestia, both loving each other and Nightlight as well. Celestia made this be so, so that Twilight wasn't fully severed from her family while this reality was in effect. Of course in this reality, some nobles were in an uproar that Celestia had, well, married two middle class ponies, and not a family of nobility.
Shining Armor, was, somehow, now a colt who was still being stable trained, was now considered Twilight's 3/4 brother, since he had only one mother and Twilight had two mothers. Cadence had also somehow developed some changes. She was older the Shining Armor, but still in her filly years, a long neigh away from puberty.
Another family member who had underwent changes was Prince Blueblood. He was the same age as Shining Armor, but Stable Training at this point was too far for him, since he still went without knowing he did, and he was a tad jealous of his cousin, but still played with him.
Luna and the rest of the family hadn't suffered any severe changes. The only thing that changed about reality for Luna was that Celestia had been able to save her sister from her dark form, while entrapping her darker side somewhere it would be unable to inflict any harm, thus, not needing to have the Elements of Harmony banish her to the moon. Everyone was very happy with the situation, even if they didn't know it. Well, all but Discord, who was still encased in stone far from any disharmony among ponies that could set him free again.
A change that had been made to the castle was now that what used to be Celestia's private studies, that had been connected to her bed chambers, had now become Twilight Sparkle's nursery. The studies had been moved to another part of the castle, safe from a foals reach, and able to keep any certain adventurous colts out.
Getting back to the present, Twilight reached for her mother, and Celestia gently lifted her out of the crib. She saw that Twilight's padding had become soggy. "I see somepony flooded Rainbow Falls again," Celestia giggled.
Twilight hid her face so her guilt would show as she blushed. Celestia soon took her to the changing table, and thanks to a few lesson's from her mother, Celestia was able to make quick work with the diaper change. "Now, is somepony hungry?" Celestia teased as she tickled Twilight with her wing.
Twilight giggled uncontrollably but soon, her tummy gave her away as it growled. "I take that as a yes," Celestia giggled.
She soon lifted her daughter in her magic, and laid on the bed that had been placed in the nursery, if Celestia had one of those nights that she wanted to be extremely close to her foal to keep her safe and happy. As she laid down, she lifted her rear leg to reveal two plump teats filled with milk. A spell she had cast was able to allow her nurse her daughter, and she had cast the same spell on Velvet, should she want some time with their daughter, but Velvet didn't know that. Twilight soon latched on and suckled happily for her meal.
Celestia smiled. She was finally able to be a mother to somepony. She wished it never had to end, but she had promised that she'd only do this for about a week.
Her thoughts were interrupted by a sudden knock on the door. She soon covered Twilight's with her wing so her daughter could nurse in privacy. "Come in," Celestia commanded in a gentle tone.
The door opened to reveal one of her personal guards. "Pardon me your majesty, your relations, the Sparkle family are here to see you," Silver Hoof said.
"Thank you for informing me, send them in," Celestia replied.
"As you wish your majesty," Sliver Hoof said.
Soon the Sparkle family trotted in. "Mommy!" Shining Armor sang in excitement, and galloped over and hugged Celestia.
"It's good to see you too Shiny dear," Celestia giggled.
"Sorry about the unexpected visit, but Shining kept asking when are we gonna go see Mama Tia and Sister Twily? We caved since we've been wanting to come and see you as well," Velvet said.
"Well, you know you're welcome to come see us any time you wish. I sometimes wonder why you haven't asked to move into the castle with us," Celestia said.
"Well, we have been thinking about it, but with some of the nobles having been in an uproar already with what we did," Nightlight said, but was cut off as Celestia said, "Those snotty nobles have no right to be so cold-blooded. I'd throw them all in the dungeon for what they said, if I were not a level headed mare."
"And that's what we love about you Tia," Velvet said.
Had this been another reality, Velvet would have addressed Celestia by her title, but in this reality, Velvet had the privilege of calling her whatever she liked. Their conversation was interrupted by the rumbling tummy of a colt still in stable training. "I see somepony has not had their second breakfast yet," Celestia said.
Shining blushed. Celestia giggled, and soon lifted her wing a bit, so that shining could join his sister in nursing. "I hope you two don't mind," Celestia said.
"Oh not at all. I still let him nurse at home. I feel he should have the decision of when it's time to stop nursing. Besides, it saves me having to cook more meals, with the way his metabolism is," Velvet said.
"I figured as much," Celestia said.
They could hear the two siblings whimper happily as they enjoyed their meal together. The parents soon began to talk about having the guard move the Sparkles' belongings into the castle so that they did not have to travel a distance to be with the daughter that bound them all together, and so Shining Armor could have more time to see his cousins.

End of Chapter 3. I am sorry if this strayed out of the comfort zones of some of my readers, but I thought I would change things up a bit. I am also sorry if some of the explanations sound confusing, but I tried to make them sound understandable best I could.
