With every step forward that Equestria takes, there's somepony who want to undermine and destroy it all. That's why Celestia and Luna put together a special task force, though nameless they know who they are and only called on when duties may need to be done outside of the law.

That's where Nightshade and his friends come into play, but this isn't the normal operation. The enemy isn't clear, it could be anypony. That's not the only monkey wrench thrown into play. But no matter, Nightshade's gonna complete his task while Celestia's words are burned into his memory.
