Magic portal? A spell gone wrong? No, Frank Parkland was drafted into Equestria from earth by royal decree in order to take over the long-since disbanded Ponyville Police Department.

What seems like an opportunity to get in touch with his more sensitive side is soon wasted from his resulting isolation.

But when a missing pets nuisance into a terrorist nightmare its up to Frank to enlist the help of the mane six and fight back the only way he knows how.

This is a somewhat abridged version, but everything should still make sense.
