Chapter 3: Assembling the Accords

In Canterlot, Princess Celestia was looking out the window as she rose the sun and gazed out at the kingdom as the sun’s rays shined on the shiny rooftops. Her mind pondered to the moment Tempest Shadow spoke about the problem they had with Clayde Reynolds five years ago.
She sighed as she looked at her throne before her eyes rested on the stained glass windows revealing multiple events that were recorded in the past couple of years.
“Was it the right choice?” Princess Celestia asked herself.
She pondered to herself as she walked down the throne room before entering the newly built meeting room that has been designed for the Avengers and Equestrians. In the seats sat Captain America, Iron Man, Captain Marvel, Mr Fantastic, Black Panther and Namor while for the Equestrian side was Princess Luna, Princess Twilight, Princess Cadance and lastly, herself, Princess Celestia.
“Princess.” Captain America greeted her.
He acknowledged her presence as she walked into the room and sat on her throne as she acknowledged the rest of the heroes and her fellow princesses before the meeting had begun to discuss the Accords.
“I would like to thank you all for attending this important meeting.” Princess Celestia thanked everyone in the room.
“Don’t worry Auntie, its not much of a bother although I am curious to see what this meeting is for.” Princess Cadence said curiously.
“It’s for the betterment of both our worlds, Princess.” Captain Marvel said seriously.
“Tony, if you would.” Captain Marvel gestured to Tony.
“Okay, now I have been on Equestria for the past four years and I have to say, we do a good job saving the day and catching the villains but…. At the cost of many things. Property damage is one major problem that we cause as we have our powerhouse heroes marching in on little issues and causing more damage that should even be necessary which decreases trust from the locals we protect.” Tony explained.
“But how does that make the world a better place? It only divides us.” Steve argued.
“That may be the case but it will allow us to manage where everyone goes and who is responsible for their actions. For example, we don’t need the Hulk to destroy an entire building to stop a robbery, we need heroes like Nightcrawler or Daredevil to do that job. It will allow us to decide where the proper heroes should patrol and which powerhouses should patrol where to avoid mass destruction.” Tony elaborated as some people nodded their heads in agreement.
“I must agree with the soldier, it will only prevent us from doing our job if we have to.” Namor spoke deeply.
“That’s where the signing part comes into play, once this goes into law, everyone who wants to do hero work must come here to this very room and sign. Once they sign, they’ll be allowed to do hero work wherever we assign them and as a bonus, we’ll have a list as to where we assign everyone to help keep track.” Tony continued.
“But won’t that restrain the Elements of Harmony?” Twilight questioned worriedly.
“Another thing that I wanted to say is that the Accords are divided into multiple subsections of laws like the Constitution. There will be exceptions like the Elements of Harmony but for everyone else, they will have to abide by the main rule.” Tony assured her.
“So everypony will be able to minimize the damage they do with their actions?” Princess Luna clarified.
“It will make them do all they can to avoid having to deal with us.” Tony replied.
“You’re basically making everyone in this room the ventriloquists while everyone else is the dummies that we control, honestly Tony, we don’t need to be restrained.” Steve maintained his point.
“Captain Rogers, I do respect you, I really do but the last couple of simple missions that happened on Earth don’t necessary tend to go simple. Take Ultron, for instance, I wasn’t put in check and I didn’t listen to the risks and that costed many lives in Sokovia. I will not let that happen in this world again…. Never again.” Tony said seriously as he remembered the damage he caused in Sokovia.
“He’s right, after Ultron, the world started to lose their trust in the Avengers and eventually the government stepped into detain us. We don’t want that here, we want everyone to be under the same rule and there will be no excuses, even royalty can’t wiggle their way out of this.” Captain Marvel agreed with Tony as he nodded her head at her.
“I see.” T’Challa said.
“Will my people be able to be treated right with this ruling, Stark?” T’Challa asked seriously.
“Yes.”
“What about if there are unregistered heroes in a town that’s getting attacked? They have to sign the Accords in order to interfere?” Princess Celestia asked curiously.
“That’s why I want them to sign now and not later, hopefully when this goes into effect many ponies and heroes will sign it immediately to avoid the consequences.” Tony replied.
“Once this goes into effect, how many Kingdoms have agreed to this?” Princess Cadence asked.
“According to the file, Equestria, The Crystal Empire, Yakyakistan, Seaquestria and The Dragon Lands have signed so far.” Twilight reported.
“And the others?” Tony asked.
“Still deciding.”
“All the more reason to put this into effect, without it, we won’t be able to protect them effectively.” Tony elaborated.
“Princess Celestia’s question still hasn’t been answered, what if some heroes or ponies don’t want to sign and they still do hero work.” Steve said as he looked at Tony, awaiting an answer but Princess Luna gave one for him.
“Then they go to the dungeons.”
“What?!” Princess Cadence said in shock.
“If this is going to work then we will need dire consequences to those who break the rules. One mistake can cost dozens of lives Cadance, you must understand that.” Princess Luna said sternly as she looked at her niece.
“What if that mistake doesn’t cost lives or damage or anything, than what?” Princess Cadence asked.
“They still go to the dungeons.” Princess Luna maintained.
“That doesn’t seem to be… lawful as people put it.” T’Challa said worriedly.
“Sometimes you have to learn the hard way.” Namor replied as the Wakandan looked at him sternly.
“Really? It seems that you went through the same thing when you tried to invade my kingdom.”
“That was for the survival of my people.”
“I vote that we sign the Accords.” Tony said.
He then took a pen and signed his signature on the document before handing the pen over to Captain Marvel who also signed, then Princess Luna, then Princess Twilight, then Black Panther, then Namor, Mr Fantastic was not here so he would sign later, Captain America was reluctant at first but then after a nod from Tony….he signed as well.
All that was left was Princess Celestia and she has to sign it in order for it to become a law in Equestria.
“All that’s left is for you to sign, Princess Celestia.” Tony said anxiously.
He pushed the documents toward as she stared at it, pondering on the benefits and the consequences of signing this document into effect. If she wanted the world to be safe, she needed to take precautions and in the way she sees it, the benefits outweigh the consequences right now.
She took the pen and signed her name before giving a gentle smile to Tony who was also smirking.
“I hope you know what you are doing Tony, please don’t make me regret this.”
“Don’t worry, you won’t.”
Princess Celestia got up and walked out of the room followed by the rest of the Princesses as they made their way to the podium outside where many ponies and heroes were waiting to see the status of the Accords.
“I am happy to announce that the Accords is in effect and I encourage all of you to take part in it.”
Everypony cheered while some of the heroes clapped as well while there were some who didn’t like this at all. Peter trotted behind Twilight which drew her attention to him and she beamed before giving him a quick kiss.
“We did it.” Twilight said happily.
“Yeah, I can see that, I guess the real work starts now huh?” Peter said as his wife chuckled.
“Yeah, it does.”
Meanwhile
Green Goblin was making modifications to his armor and his glider until a portal opened behind him and Discord stepped through it with some more technological equipment floating behind him.
“What the hell is that?”
“Oh nothing, just some old Stark equipment that I found to help kill our enemies more easier.” Discord said as he can just imagine the amount of chaos this will ensue.
“Perfect, hehehehehe.” Osborn laughed out.
He looked at the equipment and saw that there were multiple arc reactors, missiles, impulse bombs, grenades and other high tech equipment.
“Oh and I also brought in a familiar face that you may recognise.” Discord said as he gestured to the darkness.
Four giant mechanical tentacles came into view as a floating figure entered Goblin’s vision and it made the psycho widened his eyes.
“Octavius?”
“Now, we’ll see who’s the boss.”
