The Changeling race is dead. An orphaned changeling needs to live with pony's in order to survive.

After the wedding. The Changeling race died out with only a few remaining. Now a recently orphaned changeling is taken in by the pony's because of pity but still has to disguise himself as a colt and is sent to Ponyville.
